Description of the Position
The Harris County Flood Control District is searching for qualified candidates for the position of Construction Inspector. The Construction Inspector is responsible for observing, inspecting, and documenting work-in-progress on construction project sites to ensure the work is being performed in accordance with sealed and approved construction plans, sound construction practices, and all applicable local, state, and federal permitting and approvals.
About Harris County Flood Control District
The District's core mission is to mitigate the risk of flooding in Harris County, which boasts a population of over 4.7 million and includes the City of Houston, the fourth largest city in the United States. The District's responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks, such as Greens Bayou.
Responsibilities and Duties
As a Construction Inspector, you will be responsible for:
• Observing, inspecting, and documenting work-in-progress on construction project sites to ensure compliance with sealed and approved construction plans, sound construction practices, and all applicable local, state, and federal permitting and approvals. • Coordinating with contractor representatives on work scheduling, interpretation of plans and specifications, and acceptability of materials and workmanship to ensure compliance with sealed plan requirements. • Inspecting materials on construction sites to ensure compliance with technical specifications and drawings, and scheduling independent material testing and engineering companies to assist with quality assurance. • Reporting all reject materials and deficiencies in construction methods. • Documenting, photographing, and maintaining daily reports summarizing construction progress, scheduling, workmanship, and deficiencies of construction materials and methods. • Collecting and reviewing supporting documentation for payment of work performed, consisting of delivery tickets, invoices, product labels, sketches, calculations, and other related records that identify approved materials and products used to support quantities for payment. • Preparing for and communicating substantial completion and final walk-through of projects to address any questions or concerns and finalize completion punch list with assigned contractor. • Performing other duties that may be added or changed as the course and scope of the job directs.
Requirements
To be considered for this position, you must:
• Have a high school diploma or GED equivalent from an accredited college or university. • Have experience in construction inspection or a similar field. • Have a valid Class "C" Texas Driver's License. • Possess knowledge of Microsoft Office applications, good verbal and written communication skills, and the ability to prioritize and manage multiple projects and/or assignments. • Have good organizational skills and knowledge of construction standards, practices, and techniques.
Preferred Qualifications
• Associate degree or higher in Construction Management or a related field from an accredited college or university. • Previous inspection experience in interpreting drainage and flood control construction plans and inspecting construction installations.

• Frequent stooping, bending, reaching, lifting, and carrying of items up to 11 pounds and occasional lifting of up to 50 pounds. • Frequent driving of an ATV and/or a pickup truck hauling a trailer with ATVs. • Frequent walking several miles a day carrying a handheld computer, GPS device, and camera. • Frequent walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrains, plowed or furrowed areas, or construction sites. • Work is performed outdoors where there will be routine exposure to significant levels of rain, heat, cold, moisture, air pollution, noise, wind, and dust.
