Construction Director

Location: Offices in Bayamon, PR and Mayaguez, PR

The Construction Director leads the company's Operations and Construction Division, overseeing the planning, execution, and successful delivery of all projects across civil, electrical, mechanical, and design‑build disciplines. This role ensures that projects meet technical, financial, safety, and quality standards while supporting the company's strategic growth. The position supervises Project Managers, Quality, Safety, and Electrical and Mechanical Supervisors, ensuring operational excellence across private-sector and federal government projects.

Reporting directly to the COO, the Construction Director collaborates closely to align operational execution with corporate strategy, while maintaining full responsibility for day‑to‑day operational performance, project delivery, and team leadership.

The ideal candidate brings strong leadership, multidisciplinary construction expertise, strategic thinking, and the ability to manage complex operations in fastpaced environments.

RESPONSIBILITIES

Operational Leadership & Development

  • Lead the day‑to‑day operations of the Construction and Operations Division, ensuring consistent execution, performance, and alignment with established corporate objectives.
  • Translate organizational objectives into operational plans, workforce strategies, process improvements, and KPI frameworks for productivity, quality, safety, schedule performance, and profitability.
  • Oversee resource planning, workload distribution, and cross‑department coordination to ensure teams are properly supported and projects are adequately staffed.
  • Provide direct leadership and guidance to Project Managers, Quality and Safety personnel, and field supervisors, ensuring clear expectations, accountability, and operational discipline.
  • Conduct performance evaluations, identify skill gaps, and support training and development initiatives that strengthen team capability and leadership depth.
  • Support recruitment, onboarding, and succession planning to ensure the division maintains a strong and reliable operational workforce.

Project Execution and Oversight

  • Oversee the planning, scheduling, and execution of all construction projects to ensure compliance with scope, budget, and timelines.
  • Approve construction methodologies, resource allocation plans, and risk‑mitigation strategies.
  • Review and validate project proposals, estimates, change orders, claims, and contractual documentation.
  • Ensure effective coordination across project management, field operations, procurement, engineering, and subcontractors, while monitoring project performance and resolving issues proactively.

Client and Stakeholder Management

  • Build and maintain strong relationships with private clients, federal agencies, and key stakeholders.
  • Represent the company in high‑level meetings, negotiations, audits, and presentations.
  • Ensure client satisfaction through proactive communication, issue resolution, and consistent project performance.

Quality, Safety, and Compliance

  • Ensure strict adherence to quality standards, safety regulations, and company policies.
  • Oversee implementation of safety programs and compliance with OSHA, EM‑385‑1‑1, NEC, mechanical codes, and other applicable standards.
  • Guarantee compliance with contractual, regulatory, and documentation requirements for private and federal projects.

Financial Management

  • Oversee project and departmental financial performance, ensuring alignment with budgets, profitability targets, and operational cost control, in coordination with the Finance team.
  • Review financial reports, forecasts, and risk analysis with the Finance team, implementing corrective actions as needed.
  • Approve major operational expenditures, subcontractor agreements, and resource allocation decisions within established financial policies and authority levels.
  • Any other duties may be assigned.

REQUIREMENTS

  • Bachelor's degree in Engineering, or related field.
  • 10–15 years of progressive experience in construction or in general contractor industries, including leadership roles overseeing multiple projects and teams.
  • Proven experience managing multidisciplinary projects and federal government contracts (USACE, NAVFAC, AFCEC, or similar). (preferred)
  • Strong knowledge of construction methods, cost control, scheduling, quality management, and safety regulations.
  • Professional certifications such as PMP or CPMP are a strong plus.
  • Demonstrated ability to lead large, diverse teams in a fast‑paced, multi‑project environment.
  • Excellent communication, negotiation, and decision‑making skills.
  • Proficiency in Microsoft Office and project management software.
  • Fluency in English and Spanish, both written and verbal.
  • Ability to travel to project sites.

This position requires traveling and work non-regular hours, such as weekends and holidays, if necessary.
