Overview: Manages construction administration managers and provides oversight to controls related to the construction draw process. In the absence of the Construction Administration Manager, assigns loan portfolio, ensures loan compliance with regulatory requirements covering construction loans, and provides guidance and assistance in resolving complex problems of assigned team. Serves as tertiary point of contact for customers, lenders, and third-party vendors for construction loan-related issue resolution. Serves as primary point of contact for senior level managers, audit, and risk partners. In the absence of the Construction Administration manager, oversees closing, servicing, and management of loans originated by Commercial and non-Commercial Real Estate (CRE) lenders. Leads Department-wide projects and initiatives to increase efficiencies and controls. Primary Responsibilities: - Manage Construction Administration Managers and support teams workflow and assignment of construction loans to team members. - In the absence of the Construction Administration Manager, assigns loan portfolio, ensures loan compliance with regulatory requirements covering construction loans, and provides guidance and assistance in resolving complex problems of assigned team. • Ensure proper oversight of controls for the construction draw process and review and recommend changes as necessary on a risk-based approach. • Assist in training new managers on the system or serve as Department level trainer on the system for tracking issues specific to residential or commercial loans to ensure systematic reporting accuracy. • Review and approve draw requests completed by Construction Administrators to ensure receipt of required documentation and budget verification. • May personally manage loan(s) within the regional portfolio when staffing is insufficient based on loan volume. • Identify and mitigate portfolio issues, such as inconsistencies and inefficiencies affecting the Department. • Represent Construction Administration as subject matter expert (SME) for internal and external customers and serve as tertiary point of contact for Construction Administrators. • Remain current with changing product lines, internal policies and procedures, investor and/or participant requirements, policies and procedures, and external regulations that may impact the Commercial Real Estate and multi-family residential construction loan activities. • Manage department-wide projects. • Ensure accuracy of department reporting and identify and potential risks based on data analysis. • Exercise usual authority of manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management, including terminations. • Understand and adhere to the Companys risk and regulatory standards, policies, and controls in accordance with the Companys Risk Appetite. Design, implement, maintain, and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management. • Promote an environment that supports belonging and reflects the M&T Bank brand. • Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable. • Complete other related duties as assigned. Supervisory/Managerial Responsibilities: Supervises and mentors a team (up to 8), comprised of Construction Administration Managers and construction loan administrators, and administrative staff. Education and Experience Required: - Bachelors degree in Accounting, Finance, or related discipline and minimum of 5 years commercial credit experience or relevant analytical with a strong knowledge of accounting principles, including 2 years coaching/training/mentoring or work leadership experience. - OR in lieu of degree, a combined minimum of 9 years higher education and/or work experience, including a minimum of 5 years commercial credit experience with strong knowledge of accounting principles, including 2 years coaching/training/mentoring or work leadership experience. Education and Experience Preferred: - Previous Bank experience in CRE and multi-family residential construction monitoring or loan workout. - Knowledge of Bank policies, procedures, and banking regulations. - Proficiency with personal computers as well as pertinent software packages, loan information systems, and internet applications. - Strong analytical skills. - Strong organizational skills. - Strong verbal and written communication skills. - Ability to interact with all levels of personnel. - Detail-oriented.
