Job Description: HR Compliance Specialist (Drug & Alcohol Program Focus)

Position Summary

The HR Compliance Specialist is responsible for the administration and compliance of the organization’s Drug & Alcohol testing programs, including both DOT and Non-DOT requirements. This role ensures adherence to all federal, state, and company policies while maintaining accurate, timely, and confidential records.

This position serves as a key partner to HR, Safety, and Operations to promote a safe workplace, minimize organizational risk, and ensure regulatory compliance. Additionally, the role provides secondary support for I-9 employment eligibility compliance processes.  

Key Responsibilities

Drug & Alcohol Program Management (Primary Responsibility)

  • Administer end-to-end drug and alcohol testing programs (DOT and Non-DOT)
  • Coordinate pre-employment, random, post-accident, return-to-duty, and reasonable suspicion testing
  • Ensure compliance with federal regulations (e.g., DOT/FMCSA/PHMSCA) and company policies
  • Maintain and manage testing schedules, including random selection pools (if applicable)
  • Oversee documentation, recordkeeping, and audit readiness for all testing activity
  • Respond to internal and external inquiries regarding testing compliance and documentation
  • Support compliance with regulatory reporting requirements and timelines
  • Partner with Safety and Operations teams to ensure consistent program execution
  • Assist in maintaining compliance documentation related to drug-free workplace requirements

Compliance Monitoring & Audit Support

  • Conduct periodic audits of Drug & Alcohol program records to ensure accuracy and compliance
  • Identify risks, gaps, or inconsistencies and recommend corrective actions
  • Maintain organized compliance files to support internal and external audits
  • Stay current on regulatory changes affecting drug and alcohol testing programs

I-9 & Employment Eligibility Support (Secondary)

  • Assist with completion, verification, and tracking of Form I-9s
  • Support internal I-9 audits and ensure proper documentation and retention practices
  • Partner with HR to ensure compliance with employment eligibility requirements

Training & Cross-Functional Support

  • Provide guidance and support to HR and leadership on Drug & Alcohol compliance requirements
  • Assist in delivering training or communications related to compliance programs
  • Serve as a backup resource for other HR compliance initiatives as needed

Qualifications

Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
  • 2+ years of experience in HR compliance, safety compliance, or related field
  • Experience with Drug & Alcohol testing programs (DOT or regulated environment) preferred
  • Familiarity with I-9 compliance is a plus
  • Spanish speaking is a plus

  • Working knowledge of Drug & Alcohol testing regulations and compliance requirements
  • Strong attention to detail and ability to manage sensitive information
  • Ability to manage multiple deadlines and compliance-driven processes
  • High level of discretion, confidentiality, and professionalism
  • Strong organizational and documentation skills
  • Effective communication and cross-functional collaboration skills
  • Proficiency in Microsoft Office and HR/compliance systems
