We are seeking a meticulous Compliance & Grant Reporting Officer to serve as the critical "back-office" anchor for a high-profile PANYNJ $454 million federal infrastructure grant. Your primary mission is to protect this funding by ensuring every dollar spent and every piece of equipment purchased is fully compliant with federal regulations, shielding the project from potential audit findings.

Core Responsibilities

  • BABA Mastery: Ensure all procurement adheres to the Build America, Buy America Act, specifically managing the 55% domestic content rules and navigating complex EPA Clean Ports Waivers (including the 5% De Minimis and 15% Supplemental waivers).

  • Federal Reporting: Lead the preparation and submission of Semi-Annual Progress Reports (SAPR) and maintain the EPA Form 5900-721 (ZE Technology Reporting Template).

  • Technical Verification: Execute and document "Scrappage Verification"—the mandatory process of proving the permanent destruction of legacy diesel engines through detailed photographic and narrative evidence as required by the CAQP/ZETD awards.

  • Audit Readiness: Manage the project’s digital "Paper Trail" using ArcGIS Hub or similar Project Management Information Systems (PMIS) to ensure all documentation is centralized and audit-ready at a moment's notice.

Required Qualifications

  • NYC/NYS/NJ Public Agency Experience Required
  • PANYNJ/DOT/MTA Preferred
  • Experience:Minimum of 5+ years of professional experience in federal grant compliance, contract administration, or forensic accounting.

  • Education: Degree in Accounting, Law, or Business Administration, with a specialized focus on Federal Grants Management.

  • Technical Expertise: * Expert knowledge of EPA reporting standards and ZE (Zero-Emission) technology templates.

    • Proficiency in ArcGIS Hub for data management and reporting.

  • Attention to Detail: Proven ability to manage complex documentation for multi-million dollar federal awards where precision is non-negotiable.

Compensation: $115,000.00 - $150,000.00 per year
