Job Description
POSITION SUMMARY
Performs a variety of professional duties related to auditing municipal, county, and state agencies for their administration of Utah Retirement Systems benefit plans with their employees in compliance with plan requirements. Provides direction, education, and training to these agencies for correcting noncompliance in their administrative policies and procedures covering benefit plan matters.
ESSENTIAL JOB FUNCTIONS AND DUTIES
Conducts audits (compliance reviews) of employer's performance in meeting requirements of Title 49, Utah Code Annotated, related URS Board resolutions, and URS administrative policies and procedures. Researches and tests documentation and contribution data and payments. Interviews employer representatives and examines employer payroll and personnel records, administrative policies, and operating procedures. Evaluates employer records, policies, and procedures. Verifies their compliance with established plans, policies, procedures, control systems, and statutes. Creates and maintains compliance review documentation showing scope, procedures performed, findings, conclusions, and recommendations of audit work. Prepares work papers that are organized, cross-referenced, and support review findings and recommendations. Prepares compliance review reports based on review findings. Presents reports and work papers to the Compliance Manager for review. Communicates audit results, orally and in writing, to employers notifying them of areas of noncompliance or acceptable performance. Recommends and initiates corrective measures. Performs follow-up activities with employers and Retirement Office staff verifying implementation of corrective actions. Establishes and maintains cooperative working relationships with employers and contractors. Provides information and direction to employers in compliance areas, such as, using URS forms to document defined benefit coverage for employees, reporting appropriate types of compensation that qualify as retirement salary, and making contribution payments timely. Meets all team deadlines and responsibilities, listens to others and values opinions, helps team members, welcomes newcomers, and promotes a team atmosphere. Works with participating employers to determine the educational needs of the employer's staff. Develops and coordinates employer trainings during the audit process. Performs on-site training for employer clerks, administrators, human resources, and payroll staff as needed. Assists employers to comply with reporting and contribution requirements. Develops, coordinates, and conducts presentations for URS Employer Training Seminars. Develops and coordinates semi-annual trainings focusing on basic retirement issues for new employer staff and participating employers experiencing problems. Assists in providing and updating electronic employer training via the URS website.
Maintains regular and reliable attendance.
Maintains strict confidentiality. Performs other related duties as required.
Required Experience
Education and Experience
Bachelor's degree in accounting, finance, business administration, public administration, organizational communication, or related field and two (2) years of auditing, compliance, or accounting experience, or an equivalent combination of education and experience.
Experience in providing group presentations or direct customer service is preferred.

Work Environment
Incumbent performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities which do not generally involve muscular strain, but do require activities related to walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Common eye, hand, finger dexterity required to perform essential functions.
Job duties require occasional travel for office business. Individual must be physically capable of safely operating a vehicle, possess a valid license and have an acceptable driving record based upon data provided by a current Department of Motor Vehicle Record (MVR).
