Community Risk Reduction Specialist

General Position Summary 

The Community Risk Reduction (CRR) Specialist reports directly to the Community Risk Reduction Manager to ensure the functions of the risk reduction program are aligned with South Metro Fire Rescue’s overall strategic objectives and organizational values. The CRR Specialist works collectively and in partnership with other members of the Community Risk Reduction team to analyze risks and create programs to help educate and support the community. The position also performs administrative, technical, and professional work in performing the daily functions of the program area including creating, presenting, and implementing SMFR’s fire and life safety program.

Risk Reduction

Analyzes and researches risk factors causing fires, injuries, illnesses, and vulnerability to emergencies to develop fire and life safety educational programs; creates, manages, presents, and implements educational programs in the community including schools, businesses, community organizations, and the public. 

Prepares program curricula and class materials to meet the interest, ability, and learning styles of the intended audience; schedules and delivers presentations; creates a variety of audio and visual aids utilizing technology; gathers feedback and evaluates program success.

Attends meetings, special events and informational sessions on behalf of SMFR; corresponds with community members; answers questions and distributes educational materials and resources.

Coordinates activities with other members of the Community Services Division for community events, programs, outreach, and safety presentations. 

Coordinates and helps lead activities with other members of the Community Risk Reduction Bureau for specific campaigns and community events and provides safety presentations upon request to various groups and organizations.

Confers with the Community Risk Reduction Manager on establishing a system for monitoring, evaluating, and improving life safety education; reviews developments in the public education field and stays current with new information, technology, and resources. 

Contacts leaders of businesses, schools, and community groups to provide information on classes available and how they can use the resources of the Fire District to augment the safety of people at their location or within their group.

Composes and edits material for reports, manuals, proposals, curricula, newsletters, and related technical and administrative publications; maintains databases and reports.

Coordinates the use and maintenance of educational equipment, resources, and materials.

Participates with professional associations and coordinates activities with other public safety organizations related to safety and education programs.

Recommends and assists with the purchase of supplies, equipment, and instructional materials for educational programs.

Recommends and assists in the implementation of policies, goals, and objectives for assigned areas, and implements approved policies and procedures.

Responds to questions from the public regarding fire and life safety with applicable facts and recommended risk reduction practices. 

Works closely with other functional areas of the Fire District including the Fire Marshal’s Office, Communications Bureau, and Operations Division to deliver educational programs to targeted audiences.

Conducts youth firesetting risk assessment meetings with youth and guardians for youth involved with misuse of fire and arson.

Works with families that are in crisis and/or in need of additional services such as mental health.

Performs related work as assigned, which could include some evening and weekend assignments.

MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS (An equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position is qualifying.)

Bachelor’s degree in education, marketing, fire science, or a related field is required.

Minimum of three (3) years of professional experience as an educator or trainer or public relations/marketing experience with extensive public speaking background is required. 

NFPA Wildfire Mitigation Specialist Certification is preferred. 

Possess and maintain the following certifications within one (1) year from the date of hire: Basic CPR/First Aid/AED, Youth Firesetter Intervention Specialist I, Fire & Life Safety Educator I. 

Possess and maintain the Fire & Life Safety Educator II certification within three (3) years from the date of hire.

Possess and maintain a valid Colorado Driver’s license and an acceptable driving record in accordance with SMFR’s Driving Records Policy.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

Maintain a positive attitude and work well in a team-oriented environment.

Advanced skill in written communication, public speaking, and educational instruction.  

Comprehension of learning theory for all ages and social and developmental needs of audiences.

Ability to apply learning theory to development of curricula, educational materials, and evaluation instruments.

Ability to demonstrate and promote South Metro Fire Rescue’s organizational values of professionalism, accountability, compassion and engagement with coworkers, community members, and partner agencies.

Solid interpersonal skills as applied to interaction with coworkers, supervisor(s), the public, etc., sufficient to teach an audience of any age group and to exchange or convey information and to receive work direction.

Skill in operating a computer with Microsoft Office and a variety of computer software. 

Knowledge of the proper use and capabilities of A/V equipment including DVD and digital projectors, social media platforms, and presentation software.

Knowledge of or the ability to learn current fire, injury, illness, and disaster risk and hazard issues facing the community as well as human characteristics that increase vulnerability to such emergencies.

Knowledge of or the ability to learn modern fire and injury prevention principles, procedures, techniques, and equipment.

Knowledge of or the ability to learn the International Fire Code and related codes.

General knowledge of firefighter duties, equipment, apparatus, and techniques for resolving emergencies safely.

Knowledge of or the ability to learn fire science including fire behavior, human behavior during fires and other emergencies, fire survival, and general fire hazards.

Knowledge of or ability to learn fire and injury prevention curricula, program documentation methods, computerized databases, and comprehension of analytical methods.

Knowledge of injury causes and prevention strategies.

Ability to work independently and complete daily activities according to schedule.

Skill in report writing, record keeping, time management, scheduling, and planning.

Skill in problem resolution using independent judgement.

Ability to follow through on projects with minimal supervision.

Ability to prioritize work and complete assignments in a timely manner.

Knowledge of common business practices.

Skill in the safe use of equipment and tools such as Fire District automobiles, telephones, copy machines, cameras, printers, smoke alarms, carbon monoxide alarms, fire extinguishers, presentation props, and other general office equipment.

Ability to be insurable by the Fire District’s driving insurance provider.

EQUIPMENT AND SYSTEMS 

Requires frequent use of equipment including personal computer (including various software packages and programs), SMFR vehicles, telephones, cell phones, copy machines, printers, props for presentations, digital projectors, and other general office equipment.

PHYSICAL DEMANDS 

While performing the duties of this job, the employee is regularly required to perform walking, standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions, exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

Specific vision abilities include close and distance vision acuity and the ability to adjust focus allowing a broad field of vision.

Visual and fine/gross motor skills enabling the safe operation of a vehicle during normal, as well as hazardous, weather conditions.

WORK ENVIRONMENT AND GENERAL INFORMATION 

The primary duties of this job are performed in a climate-controlled office environment or climate-controlled presentation spaces in other buildings such as conference rooms and classrooms.  The incumbent may work in outside spaces and be exposed to weather conditions.

The noise level in the work environment is usually moderate and may be higher in certain presentation spaces such as fire station bays or manufacturing areas.
