Position Summary
Plan, direct, lead and oversee the more complex and difficult work of program development within an assigned division; coordinate services with outside agencies and the community and perform a variety of administrative and technical tasks relative to assigned areas of responsibility.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Plan, develop and coordinate behavioral health and social service projects, supervise and monitor activities and staff within assigned area of responsibility.
- Develop and coordinate the implementation of goals and objectives; establish schedules and methods for providing assigned program services; recommend, review and implement policies and procedures.
- Design solutions to management problems using systems analysis and management techniques. Develop practical procedures necessary for the collection, scanning, filing and management of program data and/or project information; analyze the validity of program data and ensure accuracy and completeness of the data and/or project information maintained in database.
- Plan, develop and coordinate behavioral health and social service projects. Oversee and coordinate, planning, scheduling, monitoring and management of all aspects of program.
- Coordinate special research projects and prepare technical and management reports as assigned; respond to information requests from management and various information users; provide a variety of reports and data to enhance department ability to respond effectively to needs; and provide accurate and relevant information in a timely and professional manner.
- Coordinate and oversee needs assessments to identify department and special program training needs; develop and facilitate training programs as required.
- Coordinate external contracts and memorandum of understanding for departmental projects involving other public agencies.
- Coordinate and monitor special departmental programs and activities to identify current and potential areas of expansion and make recommendations for resolution.
- Serve as team leader on intra-departmental and agency task forces and work groups; serve as department liaison to public and private committees as assigned.
- Participate in the preparation and administration of assigned budget; submit budget recommendations; monitor expenditures and funding commitments using funder database.
Additional Specific Essential Functions when assigned to Youth & Family Services Department:
- Plan, develop and coordinate social services projects; to include recreational, educational, and community services activities; supervise and monitor activities and staff within assigned area of responsibility.
- Oversee and coordinate, planning, scheduling, monitoring and management of all aspects of program with focus on recreational, educational, and community services activities.
Additional Specific Essential Functions when assigned to Gateway/Gateway West:
- This position will be based at an emergency shelter for people experiencing homelessness, either the existing 400 bed shelter on the far west side of town or the Gateway Center which is still in the development phases. This position will be embedded in the shelter and will provide oversight and support to the agencies the city contracts with who are providing direct services to shelter guests. Interaction with shelter guests may be required.
SUPPLEMENTAL FUNCTIONS:
- Maintain awareness of new developments in the assigned field; incorporate new developments as appropriate into programs.
- Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelors degree from an accredited college or university in social work, psychology, public administration, public relations or education; and
Five (5) years of managerial experience working with education or community program implementation and coordination; and
To include two (2) years of supervisory experience.
Possession of a Licensed Independent Social Worker (LISW) certification preferred.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Drivers License, or the ability to obtain by date of hire.
Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
