What you will do:

In this management role within the child welfare critical child safety team, you will address complex investigative activities regarding child protective investigations. This position requires knowledge of child abuse, neglect and maltreatment, professional experience in child protection programs and proficiency in the child welfare safety practice model.

How you will make an impact:

• *Manages the Field Support Analysts (also known as the "Brains") in Circuit 18. These staff are responsible for analyzing investigations as they come into the service centers, and ensuring the information is through, and streamlined through the investigation.
• Manage the regional child welfare Critical Child Safety Team that is responsible for conducting Secondary Case Reviews, Rapid Safety Feedback, QA Reviews of Child Fatalities, Child Fatality Reviews, and other child welfare programmatic reviews.
• Participate in Secondary Case Reviews, Rapid Safety Feedback, QA Reviews of Child Fatalities, Child Fatality Reviews, federal compliance audits, validation of region/circuit monitoring efforts and statewide programmatic reviews.
• Ensure a single case bore analysis is completed on all QA reviews of child fatalities including data integrity through the DCF- QA Web Portal and Qualtric Research Tool.
• Identify potential child safety threats for children who have multiple risk factors such as a paramour in the home.
• Confirm child safety threats are addressed with a sense of urgency and assessments and safety plans are sufficient. *Participate as a team member in statewide and regional CQI meetings, other departmental workgroups or teams and make presentations.
• Under general supervision, serves as the liaison between Operations, Training, Region Administration and Human Resources. This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
• Provides professional statistical support for Child Protective Investigations, to include development of data collection instruments, data collection, data analysis, and preparation of comprehensive reports.
• Reviews Florida Statues, DCF Operational Procedures, Administration and policies and related directives for impact on Child Protective Investigations operations. Develops and recommends planning stragegies to enhance and increase field performance and quality. Reviews administrative policies, procedures, guidelines and related directives to be implemented; evaluates impact on operations; identifies potentional problems; recommends appropriate action.
• Identify protective investigations operational problems in the implementation of policies and procedures. Investigates, assesses, analyzes and makes recommendations to resolve issues and problems presented by program administrators. Provides assistance to Program Administrators and their staffs in the management and operation of protective investigations.
• Performs firsthand, on-site analysis of operational problems of protective investigations programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation of solutions.
• Acts as a secondary manager for second party reviews as needed and coordinates red flag/highest risk cases for the assigned service center. Supervises service center support staff including but not limited to secretaries, senior clerks and crime intelligence analyst positions.
• Acts in an administrative and consultative capacity providing operational and management coordination on the service center, Region, Circuit and agency level.
• Responsible for data analysis, tracking and reporting outcomes and the provision of technical assistance and consultation to front line staff, supervisors, and managers.
• Provides training and technical assistance as needed to all levels of protective investigations staff and ensures compliance with the processes and procedures.
• Leads and facilitates Quality Improvement and Control Stories based on the CTI model for extensive analysis and problem solving in Protective Investigations. Determine reasons for improvement, identify root causes of problems and develop countermeasures to implement.
• Work in partnership with Program Administrator and hiring authorities in Operations to ensure needs are being met and the hiring and selection of staff is timely and appropriate. Ensure capacity is conducive to optimal performance in Operations. Deals with all Personnel & Hiring Issues. Running FTEs based on upon intake.
• Focus on recommendations from the PI Retention Workgroup through the Senate Committee on Children and Families report that outlines changes in SB 1442.
• Provides advice and assistance to the Child Protective Investigations Supervisor and Program Administrator in the planning, implementation, and evaluation of existing operations, systems, and procedures. Analyzes, designs, documents, and implements internal reporting systems and procedures for Investigations. Analyzes operational and administrative systems throughout Investigations and develops integrated reports used to evaluate operational effectiveness and efficiency. Interacts with the Program Administrator to compile data from Investigations reviews. Identify performance issues requiring improvement and make recommendations to improve performance and enhance quality. Assist with the preparation of findings from QA reviews and complete written reports. Coordinate training to address areas where individual and/or unit performance improvement is required. Meets with CPIs who are struggling with maintaining performance(i.e. PIPs). Provides Supervisory 1/1 trainings on documentation of personnel issues/disciplinary actions. Prepares, analyzes, and reviews data at the request of Region management. Deals with Quality Management Files returned (RA). Deals with PaRTs/Page 2s.
• Various Tracking Logs- Unified Family Court Tracking/Domestic Violence Court Issues, CPT Reports, CPI Certification, Zip Code Allocation. Handles all OTI, Out of State inquiries & Transfers. Client Relation issues.

Special Projects as requested by the Program Administrator.

Qualifications:

• At least five years experience in child welfare.
• Current Child Protection certification through the Florida Certification Board.
• At least two years management experience.
• Valid drivers license.
• Ability to travel as needed.
