Communications Common Carrier Specialist4Location: Anchorage, AK • Full Time • Job Number: 53659Job DescriptionThe Regulatory Commission of Alaska is recruiting for a Communications Common Carrier Specialist 4 position located in Anchorage.What you will be doingSupervising, scheduling, and coordinating the work of the Common Carrier Section.Conducting detailed technical analysis of telecommunications filings of the highest complexity, applying extensive knowledge of economics, accounting, communications technology and engineering, rate development policies, and other telecommunications disciplines.Developing, defending, recommending and administering regulations, policies and decisions on telecommunications cases of an unusual or complex nature.Preparing highly detailed, well‐supported written and oral recommendations for the Commission, presenting them in public and adjudicatory settings.Using database, word processing, and spreadsheet applications to perform research and prepare written reports.Working with utility representatives and other Commission staff to ensure filings align with authority and rulings are executed within statutory timelines.Our organization, mission, and cultureThe Commission ensures safe, efficient, and reliable utility and pipeline services for Alaskans at just and reasonable rates. The daily work environment is busy and productive with varying timelines. The CCCS 4 works directly with utilities and staff to manage rate filings and advisories, presents recommendations, and participates in confidential adjudications and public meetings. Work is performed primarily with spreadsheets, word processing, email, and case‑management software.Position specific competenciesSupervisory : Demonstrated experience supervising, scheduling, and coordinating the work of others, including training, reviewing work product, monitoring progress, evaluating performance, and serving as liaison between upper management and staff.Industry : Knowledge of state and federal telecommunications policies, rate‑setting principles, utility regulation in monopoly and competitive markets, state statutes and regulations, Commission processes, and regulation development.Writing : Ability to use correct English grammar, punctuation, and spelling to produce written information—often highly technical—for various audiences; ability to write clearly, concisely, and develop conclusions and recommendations.Presentation : Experience preparing complex technical reports and delivering oral presentations, making recommendations, and fielding questions.Minimum QualificationsAccountability : Holds self and others accountable for measurable high‑quality, timely, and cost‑effective results.
