Job Description

The City of Appleton is currently accepting applications for the position of Communication Technician at Valley Transit. This position is responsible for dispatching, scheduling and clerical work that involves moderately complex work methods and problems. Work entails performing a wide variety of dispatching, scheduling and clerical functions which require the application of judgment and initiative in the interpretation of policies. Work is performed under the general supervision of the Assistant General Manager.

Examples of Duties

ESSENTIAL JOB FUNCTIONS

  • Answers telephone, provides customer assistance and records comments and complaints.
  • Performs opening and closing procedures, including locking and securing building and office equipment.
  • Schedules replacement operators for both anticipated and unanticipated operator vacancies in accordance with contract rules.
  • Operates two-way radio to respond to normal calls, emergency transmissions, repair calls; also field and direct calls reporting road conditions and hazards.
  • Performs moderately complex word processing tasks; correspondence, memos, reports.
  • Performs various bookkeeping activities including typing purchase orders and miscellaneous service billings.
  • Counts daily revenue and prepares deposit.
  • Inputs daily attendance information into database for internal sick leave records.
  • Posts approved vacation and holiday requests received from operators to calendars and schedule.
  • Enforces paratransit "no-show" policy by issuing warning letters, making follow-up telephone contacts, issuing suspension notices and addressing customer complaints related to such.
  • Coordinates most of the paratransit record-keeping including, balancing and verifying contractor billing, maintaining rider database and notifying contractor of changes.
  • Prepares and issues paratransit re-certification notices.
  • Maintains bus and paratransit ticket sales log spreadsheets.
  • Recording Secretary for the Fox Cities Transit Commission. Also prepares and mails packets to committee members.
  • Distributes information including notices, bulletins, reports, and route changes.
  • Maintains regular punctual and predictable attendance, works overtime and extra hours as required.
  • Tracks Ridership for miscellaneous programs and generates billing for each.
  • Prepares daily and weekly schedules of driving assignments to be filled. Listing vacancies due to operator holiday, vacation, training, etc.
  • Manages ticket vouchers and prepares monthly billings for local vendors.

OTHER JOB FUNCTIONS

  • Greets and assists walk-in customers and visitors at both the Whitman facility and the Transit Center.
  • Distributes detour information.
  • Fills ticket orders.
  • Record and reconcile bus and paratransit ticket sales, in-house and at local outlets.
  • Logs lost and found items and disposes of items in accordance with department policy.
  • Assists with special projects as assigned.
  • Provides back-up and support for other office-clerical staff.

Typical Qualifications

Considerable experience in dispatching, cash handling and clerical work; graduation from high school including, or supplemented by courses in business or accounting or any equivalent combination of experience and training which provides the following knowledge, abilities and skills:

  • Considerable knowledge of business English, spelling, telephone etiquette, bookkeeping and arithmetic.
  • Considerable knowledge of modern office practices, procedures and equipment.
  • Considerable knowledge of departmental rules, policies and procedures.
  • Ability to understand and effectively carry out oral and/or written instructions.
  • Ability to cope with stress and make independent decisions and exercise sound judgment in stressful or emergency situations using pre-established departmental rules and regulations without referral to a supervisor.
  • Ability to establish and maintain effective relations with other employees and to deal with public relations problems in a courteous and tactful manner both in person and on the phone.
  • Ability to maintain office records, compile difficult or complex data, and to prepare accurate records.
  • Ability to work under pressure and meet deadlines.
  • Ability to communicate effectively with others.
  • Skills in operation of personal computer and other standard office equipment.
  • Valid Wisconsin drivers license and good driving record.
