Job Overview

The Code Compliance Officer is an entry-level professional responsible for supporting municipal code enforcement. Work is performed under moderate supervision with opportunities for training and professional development. This position is responsible for enforcing compliance with codes, regulations, and ordinances.

Essential Duties and Responsibilities

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive.

  • Enforces nuisance ordinances including, but not limited to junked vehicles, overgrown weeded lots, junk, and debris.
  • Enforces zoning ordinances including, but not limited to signage violations, historic preservation violations, operating or construction without permits, landscaping violations, and lighting violations.
  • Assists with investigations and enforces the minimum housing program and commercial code.
  • Conducts inspections to ensure compliance with minimum housing, property maintenance, zoning, and related municipal codes.
  • Investigates complaints and documents violations through reports, photographs, and case files.
  • Issues notices of violation, civil citation procedures, and re-inspections to achieve compliance.
  • Communicates with property owners, tenants, and residents regarding code requirements.
  • Assists with abatement actions and administrative hearings as needed.
  • Maintains accurate files and tracking systems.
  • Prepares written documents and verbal reports as required.
  • Routinely performs field inspections.
  • Performs other duties as assigned.

Minimum Requirements

Education and/or Experience

  • High School diploma or GED.

Requirements

  • Possession of a valid North Carolina driver's license, or any valid driver's license with ability to obtain a North Carolina driver's license within 60 days of establishing a permanent residence in North Carolina.
  • Occasional attendance at night meetings or on-call work may be required.

Supplemental Information

Knowledge, Skills, and Abilities

  • Ability to operate any office machines required by the position such as word processor, xerox machine, calculator, and other office equipment.
  • Experience in the use of Microsoft Word and Microsoft Excel.
  • General knowledge of city ordinances and codes governing health, safety, and welfare.
  • General knowledge of ordinances and codes relating to zoning, historic districts, land development regulations and minimum housing/condemnation procedures.
  • Ability to enforce ordinances and regulations with tact, firmness, and impartiality.
  • Ability to interpret and implement assigned regulations, policies, and procedures as they are related to the program.
  • Ability to analyze and systematically compile technical and statistical information, and to prepare technical reports.
  • Ability to interpret city codes to determine course of action and/or corrective action.
  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with colleagues, other departments, supervisors, city officials, and the public.

Job Related Physical Requirements

This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words, and to receive and understand information; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee is subject to indoor and outdoor environmental conditions including extreme heat and cold, fumes, odors, dust, mists, gases, and hazards which include working in unsanitary conditions.
