CLINICAL SUPERVISOR — SUD PHP/IOP PROGRAM


Location: Richmond, VA Program: Substance Use Disorder Partial Hospitalization Program (PHP) / Intensive Outpatient Program (IOP) Employment Type: Full-Time Reports To: Clinical Director / Program Director


Position Summary


The Clinical Supervisor is responsible for providing clinical oversight, supervision, and leadership to the substance use disorder treatment team within the PHP/IOP program. This role directly supervises Certified Substance Abuse Counselors (CSACs) and ensures the delivery of high-quality, evidence-based clinical services in accordance with Virginia Department of Behavioral Health and Developmental Services (DBHDS) regulations, ASAM criteria, and organizational standards. The Clinical Supervisor also facilitates group therapy sessions as needed and supports the overall clinical operations of the program.


Essential Duties & Responsibilities


Clinical Supervision:


  • Provide individual and group clinical supervision to CSACs in accordance with Virginia Board of Counseling requirements
  • Monitor clinical documentation, treatment plans, and progress notes for quality, accuracy, timeliness, and compliance with regulatory standards
  • Ensure supervisees are practicing within their scope of competence and credential requirements
  • Provide guidance on complex cases, crisis situations, ethical dilemmas, and client safety concerns
  • Track and document all supervision hours for supervisee licensure and credentialing purposes
  • Conduct regular performance evaluations and develop individualized professional development plans for supervisees
Direct Clinical Services:


  • Facilitate psychoeducation, process, CBT, DBT, relapse prevention, and other therapeutic groups as needed based on census, staffing, and program demands
  • Provide clinical coverage for individual and group sessions during staff absences or vacancies
  • Conduct clinical assessments, ASAM level-of-care determinations, and treatment plan reviews as needed
  • Intervene in crisis situations and develop safety plans in collaboration with the treatment team
Program Operations & Compliance:


  • Ensure clinical programming aligns with ASAM criteria for Levels 2.1 (IOP) and 2.5 (PHP)
  • Collaborate with the Clinical Director on program development, quality improvement initiatives, and policy implementation
  • Participate in utilization review, peer review, and clinical audits
  • Ensure compliance with Virginia DBHDS licensing regulations, HIPAA, 42 CFR Part 2, and all applicable federal, state, and accreditation standards
  • Assist with coordination of care including communication with referral sources, families, outside providers, and payers
Team Leadership:


  • Foster a collaborative, trauma-informed, and supportive team culture
  • Lead or participate in clinical team meetings, case conferences, and staff trainings
  • Assist with recruitment, onboarding, and training of new clinical staff
  • Serve as a clinical resource and mentor for all program staff
Qualifications


Required:


  • Master's degree in social work, counseling, psychology, or a closely related field
  • Active, unrestricted, fully independent Virginia licensure: LCSW, LPC, or LSATP
  • Meets Virginia Board of Counseling requirements to provide clinical supervision
  • Minimum of 2 years of clinical experience in substance use disorder treatment
  • Minimum of 1 year of supervisory or leadership experience in a behavioral health setting
  • Knowledge of ASAM criteria, DSM-5 diagnostic criteria, and evidence-based SUD treatment modalities (CBT, DBT, MI, relapse prevention, trauma-informed care)
  • Familiarity with Virginia DBHDS regulations and behavioral health licensing standards
Preferred:
  • Certification or training in a specialized modality (EMDR, Seeking Safety, MATRIX Model, etc.)
  • Experience with co-occurring mental health and substance use disorder populations
Knowledge, Skills & Abilities


  • Strong clinical assessment, diagnostic, and treatment planning skills
  • Ability to provide effective, strengths-based clinical supervision
  • Ability to manage multiple priorities in a fast-paced clinical environment
  • Strong understanding of professional ethics, confidentiality requirements, and boundaries
  • Cultural competency and commitment to serving diverse populations
  • Proficiency with documentation, EHR systems, and Microsoft Office
