Position Overview

CLFC Healthcare and Communications is seeking a Licensed Clinical Supervisor to own the clinical quality of an outpatient substance use treatment program at a federal criminal justice supervision agency in Washington, DC. Your signature goes on every Individualized Care Plan. Your diagnostic formulation determines whether someone receives the right level of care. Your supervision shapes whether counselors and case managers develop the clinical judgment to serve a mandated population effectively.

This program serves adults on probation, parole, and supervised release who have been court-ordered into ASAM Level 1.5 outpatient treatment or early intervention services. You will conduct Brief Assessments at intake using DSM-5-TR criteria with ASAM level-of-care confirmation, perform 30-day and 60-day reassessments, review and sign a minimum of 25% of all cases managed by each direct service staff member, provide crisis intervention consultations, and drive continuous quality improvement.

Key Responsibilities

  • Provide structured clinical supervision to all direct service staff through case discussions, session observations, documentation audits, and clinical staffing reviews
  • Conduct Brief Assessments at intake documenting strengths, mental status, DSM-5-TR criteria, ASAM placement, and diagnostic formulation
  • Review, approve, and sign Individualized Care Plans as clinical certification of medical necessity
  • Perform ongoing reassessments at 30-day and 60-day intervals
  • Manage crisis intervention consultations and high-risk behavior situations
  • Review and sign all clinical documents: DAP progress notes, discharge summaries, non-compliance reports
  • Drive continuous quality improvement by tracking treatment completion rates, drug screen trends, and documentation accuracy
  • Ensure all services align with ASAM Criteria Level 1.5, 42 C.F.R. Part 2, HIPAA, and DC DBH Chapter 63
  • Coordinate with Community Supervision Officers on treatment progress and discharge readiness

Required Qualifications

  • Master's degree in social work, psychology, counseling, or closely related field
  • Current licensure as LICSW, LCPC, or LMFT in DC or eligible for DC transfer (independent licensure required)
  • 5+ years experience providing clinical staff oversight and quality improvement in behavioral health
  • Clinical competency in DSM-5-TR diagnostic formulation for substance use and co-occurring disorders
  • Experience with validated screening instruments (PHQ-9, GAD-7, PCL-5)

Strongly Preferred

  • DC-specific licensure (LICSW, LCPC, or LMFT in DC)
  • Direct experience in criminal justice treatment settings
  • Working knowledge of ASAM Criteria
  • Understanding of 42 C.F.R. Part 2 confidentiality requirements
  • Bilingual capability (English/Spanish)
