Clinical Director - Employee Assistance Program (Federal Agency)
Location: Rockville, MD (with regional coverage: King of Prussia PA, Atlanta GA, Lisle IL, Arlington TX, Chattanooga TN)

Salary Range: $130,000 - $165,000 annually
About the Role
CLFC Healthcare & Communications is seeking an experienced Clinical Director to lead an Employee Assistance Program (EAP) serving approximately 2,800 employees across a federal agency headquartered in Rockville, MD, with regional offices nationwide. The Clinical Director provides clinical oversight for all EAP services including 24/7 counseling, crisis intervention, critical incident stress management, wellness programming, and supervisory consultations.
Key Responsibilities
- Provide clinical oversight and supervision for all EAP counseling and crisis intervention services
- Manage a nationwide network of licensed counselors providing face-to-face and telehealth sessions
- Lead critical incident stress debriefing (CISD) and critical incident stress management (CISM) responses
- Develop and deliver wellness workshops, trainings, and health promotion campaigns
- Provide supervisory consultations and management referral support
- Ensure compliance with federal EAP standards, HIPAA, and professional ethics
- Generate quarterly utilization reports and program effectiveness analyses
- Coordinate with agency leadership on program development and service enhancements
- Manage quality assurance processes including counselor credentialing and performance monitoring
Required Qualifications
- Master's degree or higher in Psychology, Social Work, Counseling, or related behavioral health field
- Active, unrestricted clinical license (LCSW, LPC, LMFT, or Licensed Psychologist) in Maryland
- Minimum 10 years of clinical supervisory experience in behavioral health or EAP settings
- Experience managing multi-site, multi-state EAP or behavioral health programs
- Knowledge of federal workplace requirements and EAP best practices
- HIPAA compliance expertise
- Ability to obtain and maintain federal security clearance
Preferred Qualifications
- Certified Employee Assistance Professional (CEAP) certification
- Prior experience with federal agency EAP contracts
- CISM/CISD certification (ICISF or equivalent)
- Experience with 24/7 crisis hotline operations
- SAP (Substance Abuse Professional) qualification per DOT 49 CFR Part 40
