Help

As a Client Services Division Director, you will:

  • Direct the Client Services Division, overseeing core technical HR functions such as Workday Help Center Operations, Employee Benefits, Suitability, Accountability and Quality Control Programs, Records Management and Human Resources Information Systems Support.
  • Supervise, plan, and evaluate the work of subordinate supervisors and staff, executing the full range of personnel authorities such as hiring selections, performance appraisals, employee recognition, and grievance resolutions.
  • Oversee HR Programs to ensure compliance with all applicable laws, agency-wide regulations, merit systems principles and policies.
  • Serve as a technical authority on policy interpretations, and customized solutions to senior agency executives regarding highly sensitive or precedent setting HR issues.
  • Act as a key liaison across headquarters and coordinates with the Talent Operations Division and the Talent and Position Management Division to implement customer-focused HR solutions.
  • Manage quality assurance measures and internal control systems to ensure the integrity of HR systems and compliance with laws, policies and ethical standards.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

(1.) Leading HR Operations or Projects: Experience leading, directing, or coordinating HR staff, project teams, or operational functions in the delivery of HR services in 1 of the following 5 areas: Benefits (e.g., federal benefits administration and processing); Suitability (e.g., personnel security and suitability vetting); HR Hotline (e.g., front-line HR customer service call center or helpdesk operations); Accountability (e.g., internal controls and quality assurance processes); or HR Information Systems (HRIS) (e.g., technical support and system-wide administration of personnel systems); 2.) Applying HR Regulations: Experience applying federal HR regulations, internal controls, and systems to resolve complex issues and provide technical guidance to managers and employees; AND 3) Evaluating Service Delivery: Experience analyzing program metrics, quality control reviews, or workflows to identify operational gaps, mitigate risks, and implement process improvements.
