Job Title: Civil Superintendent

Job Description

The Civil Superintendent oversees all field construction activities for civil and site work on heavy industrial projects, ensuring safe, high-quality, and efficient execution in alignment with project requirements. This role manages earthwork, grading, concrete and asphalt flatwork, deep foundations, underground utilities, and related civil scopes while directing subcontractors, coordinating with project management, and maintaining strict compliance with drawings, specifications, and project procedures.

Responsibilities

  • Oversee and coordinate all civil project work activities, including earthwork, site grading, asphalt and concrete flatwork, surveying and site layout, concrete installation, deep foundations, drilled piers, underground piping, grounding, and ductbanks.
  • Provide overall supervision of field construction efforts, including safety, craft productivity, efficient use of materials and equipment, material management, quality, scheduling, engineering coordination, and contractual performance.
  • Ensure subcontractors comply with all contractual requirements related to civil construction activities.
  • Build and maintain effective working relationships with clients, subcontractors, architects/engineers, and other contractors, serving as a key field point of contact.
  • Collaborate with project management to develop and implement project procedures, working documents, and standards for field execution.
  • Review and authorize purchase requisitions, field design change requests, and related documents under the guidance of the Construction Manager and Project Manager.
  • Lead and enforce overall project safety in the field, including regular review and audit of site-specific safety documentation such as Pre-Task Analysis (PTAs) and Task Safety Observations (TSOs).
  • Complete detailed daily field reports and capture daily photographs to document construction progress and issues.
  • Assess upcoming work activities using subcontractors' three-week look-ahead schedules and identify potential concerns or conflicts in work plans.
  • Develop and maintain marked-up and as-built drawings to support the creation of record documents and respond to RFIs with support from the Assistant Project Manager or Field Engineer.
  • Direct and manage subcontractors to maintain compliance with the established project schedule, tracking and verifying progress based on installed quantities and work hours.
  • Verify that material deliveries meet project specifications, are stored properly, and that required preventative maintenance or temporary heating is performed as needed, coordinating with the Materials Manager when appropriate.
  • Coordinate with the QA/QC Manager to ensure all welders on site are properly qualified for the project.
  • Witness equipment setting and alignment to confirm installation meets project requirements.
  • Walk down systems before, during, and after hydrostatic testing to verify compliance with drawings and specifications, and sign off on completed system testing and restoration.
  • Develop and maintain punch lists for items that are incomplete or out of compliance and ensure timely resolution.
  • Confirm that the most current drawing revisions and documents are in use in the field and remove outdated versions from circulation.
  • Understand the full project scope, including changes as they develop, and ensure that field change orders are properly executed and documented.
  • Oversee craft supervision and field staffing levels to support project needs and maintain productivity.
  • Provide oversight of project site material and tool management to support efficient field operations.
  • Ensure daily field construction activities are executed in accordance with established company policies, procedures, systems, and project requirements.
  • Supervise and direct the daily physical construction efforts through coordination of all field activities, subcontractor oversight, and enforcement of applicable codes and specifications.
  • Read, interpret, and apply isometric drawings, structural drawings, and P&IDs to guide construction activities and verify compliance.
  • Perform other related duties as assigned to support successful project delivery.
  • Comply with all company policies, procedures, and standards at all times.

Essential Skills

  • Extensive experience in construction management or craft supervision on civil projects, with one of the following: Bachelor's degree and at least 7 years of experience; Associate degree and at least 9 years of experience; or High School Diploma/GED and at least 11 years of experience.
  • Strong background in civil construction, including site construction, earthwork, grading, concrete and asphalt flatwork, and underground utilities.
  • Experience in heavy industrial construction, particularly within the oil, gas, and chemicals industry and the power generation industry.
  • Proven ability to supervise field construction activities and direct craft and subcontractor personnel effectively.
  • Demonstrated experience in construction management for transmission line or similar large-scale infrastructure projects.
  • Proficiency in subcontractor management, including scheduling, progress tracking, and contractual compliance.
  • Ability to read, interpret, and understand isometric drawings, structural drawings, and P&IDs.
  • Strong communication skills, with the ability to interact effectively with clients, subcontractors, and project teams.
  • Strong leadership skills with a focus on field execution, problem-solving, and decision-making.
  • Commitment to and strong focus on safety, including practical application of safety programs and documentation.
  • OSHA 30 certification or equivalent safety training.
  • Knowledge of construction scheduling, look-ahead planning, and progress measurement based on installed quantities and work hours.
  • Ability to develop and maintain as-built drawings and support the creation of record documents.

Additional Skills & Qualifications

  • Experience working on transmission line or similar utility projects in heavy industrial environments.
  • Familiarity with material management practices, including verification of deliveries, storage requirements, and coordination with materials management personnel.
  • Experience coordinating with QA/QC teams, especially in relation to welding qualifications and system testing.
  • Ability to prepare and maintain detailed daily reports and photo documentation of construction activities.
  • Experience with developing and managing punch lists and closing out field deficiencies.
  • Capability to review and support field design changes, including field design change requests and field change orders.
  • Experience in collaborating closely with project managers, construction managers, and field engineers on procedures and standards.
  • Strong organizational skills and attention to detail in managing documentation, drawings, and revisions.
  • Demonstrated ability to build and maintain positive working relationships with diverse project stakeholders.
  • Comfort working in a structured environment with established policies, procedures, and standards.

Work Environment

This role operates in a field-based construction environment on heavy industrial projects, including transmission line and civil infrastructure works. The Civil Superintendent spends most of the time on active construction sites overseeing daily activities, walking the site, performing system walkdowns, and witnessing equipment setting and testing. The work involves coordination with multiple subcontractors, craft personnel, and project team members in a dynamic and schedule-driven setting. Field conditions may include exposure to varying weather, uneven terrain, active heavy equipment, and typical construction-site noise and activity. Work hours may align with project schedules and can include extended days or variable shifts to meet project milestones and critical path activities. The position requires consistent adherence to safety procedures, use of appropriate personal protective equipment, and compliance with site-specific safety programs and documentation requirements.

Pay and Benefits

The pay range for this position is $60.00 - $65.00/hr.
