The Roads Division of Kitsap County Public Works is well-established and trusted for delivering safe, efficient, and sustainable transportation infrastructure. Now, we’re looking for a Capital Project Manager to lead transformative roadway and infrastructure projects that keep our communities connected and thriving.

As the Capital Project Manager, you will:

  • Drive critical transportation projects from concept to completion, serving as the technical expert and strategic leader for complex capital projects that improve mobility and enhance public safety.
  • Exercise exceptional professional autonomy with considerable latitude for independent judgment in developing procedures, systems, and priorities while managing project scope, schedule, and budget for high-impact county initiatives.
  • Lead cross-functional engineering excellence by acting as the go-to technical resource for engineers and technicians on complex projects, while overseeing both internal teams and external professional service contracts.
  • Navigate complex technical and regulatory landscapes, providing expert analysis on sensitive issues while presenting technical testimony and progress reports to elected officials, community groups, and the Board of County Commissioners.
  • Shape procurement and contracting strategy by preparing RFQs, RFPs, and bid solicitations, negotiating contracts with consultants, and ensuring compliance with federal, state, and local contracting requirements.
  • Build and mentor high-performing engineering teams through direct supervision while establishing performance standards and participating in strategic hiring decisions that will define the future of county engineering services.

What You Bring:

  • Licensed as a Washington State Professional Engineer (PE), or currently in the process of securing Washington State comity; or certified as a Project Management Professional (PMP); and six years of relevant civil engineering experience in transportation infrastructure.

OR

  • Bachelor’s degree in civil engineering or a related field and six years of relevant civil engineering experience in transportation infrastructure; and the successful candidate must obtain a Washington State PE license or PMP certification within one year of employment.

AND

  • Proven leadership experience, including at least two years supervising or leading engineering teams or contractors.
  • Demonstrated project management skills, including managing complex project portfolios, coordinating professional services, and delivering work within scope, schedule, and budget.
  • Strong communication skills, including experience with public presentations, technical testimony, and stakeholder engagement.
  • Knowledge of public-sector procurement processes, including professional services procurement, contract negotiation, and consultant management.

Preferred Qualifications

  • Master’s degree in civil engineering or a related field from an accredited institution.


Engineering means the "practice of engineering" as defined in RCW 18.43.020.
