Description

The Department of Transportation (DOT) is at the forefront of ensuring the safe, efficient, and sustainable movement of people and goods within our community. The VDOT division is responsible for managing and coordinating transportation infrastructure projects in close collaboration with the Virginia Department of Transportation (VDOT). This team oversees all phases of project development, from initial planning and design through procurement, construction, and final completion, ensuring projects are delivered on time, within budget, and in compliance with federal, state, and local regulations. The VDOT division serves as a key liaison between VDOT, contractors, consultants, and local stakeholders, maintaining high standards of quality, safety, and accountability throughout the project lifecycle.

The City of Norfolks Department of Transportation is currently seeking a Civil Engineer V (VDOT Program Manager). The Civil Engineer V (VDOT Program Manager) will be responsible for managing the VDOT program with projects totaling over $260 million. Work involves managing a program of planning and programming, design, right of way, and construction projects, both Norfolk and VDOT administered projects; the position also serves as the Citys liaison with VDOT for roadway and interstate work.

Essential Functions

  • Manages, monitors and ensures City-administered VDOT-funded projects are in compliance with VDOT requirements.
  • Coordinates City-administered and VDOT-administered projects with all City departments, VDOT, stakeholders and citizens.
  • Manages VDOT Program staff, including 1 Project Manager, 1 Civil Engineer IV, and 2 Civil Engineer II's.
  • Represents the City at civic league, city task force, community, and VDOT meetings.
  • Coordinates with citizens regarding concerns and/or complaints on VDOT projects or VDOT right of way.
  • Assists other divisions, departments, and project managers on matters related to VDOT process, as needed.
  • Monitors VDOT-administered design and construction to ensure City requirements are being met.
  • Attend VDOT Milestone meetings including PFI, UFI, PAH, etc.
  • Attend VDOT progress meetings and Partnership meetings with major stakeholders and coordinate issues with City departments as needed.
  • Prepares and manages annual CIP budget requesting required match funds and supporting funds for locally administered projects, as needed.
  • Oversee monthly meetings with VDOT to coordinate all City and state issues.
  • Monitors and tracks City-administered projects budgets and schedules to ensure projects stay within budget and on-time.
  • Manages special revenue and capital improvement program accounts, as applicable, and ensures project expenditure is not over budget.
  • Coordinates City and state agreements from initiation to execution, including public utility agreements and tri-party agreements that are required for VDOT projects.
  • Coordinates and provide public outreach on City-administered and VDOT-administered projects including coordination and resolution of complaints with City wide departments, civic leagues, citizens, businesses, and external stakeholders.
  • Coordinates with VDOT and City departments on interstate, bridge, and tunnel impacts in Norfolk.
  • Advises City departments on VDOT advisories, as needed.
  • Serves as emergency contact on VDOT-administered projects during inclement weather.
  • Prepares Council and City Manager updates frequently and monthly status reports on high profile VDOT projects and VDOT-related items.
  • Pursues prepares and manages the application and acceptance process for state and federal funds through VDOT and the Hampton Roads Transportation Planning Organization (HRTPO).

Education/Experience

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study.

Required:

  • Five (5) years experience as an Engineer.
  • Bachelor's degree in civil or traffic engineering or relevant field.

Preferred:

  • Virginia Department of Transportation experience with certifications in work zone, and project and construction management.

Additional Information & Requirements

  • Valid Drivers License required.
  • Professional Engineers License required.
  • VDOT and LAP certifications and training are preferred.

Work Schedule: 8:30 am - 5:00PM (Monday - Friday) 40 hrs./wk.

Signing Bonus:

  • This position is eligible for a $5,000 signing bonus.

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
