This is professional work in urban planning.

An employee in this class performs the full range of data gathering, data inventorying, research, analysis and reporting for designing and preparing significant elements of the planning program.

Works under the general direction of senior staff using independent judgment. Work is reviewed for conformance to policy and professional standards.

Characteristic Work

Plans, designs, implements, and evaluates research, field studies and analysis of work contributing to elements of the City's planning program. Researches criteria for all types of development. Assists government officials, design professionals, developers, public interest groups and the public with elements of the Zoning Code, Zoning Map, land use plans, and transportation plans. Reviews project proposals and plans to ensure compliance with zoning codes, area plans, and urban design principles; prepares and forwards recommendations to senior staff. Uses a personal computer to prepare technical reports, plans and memoranda on data, analysis and program policies. Analyzes and compares existing development with standards to determine deficiencies. Surveys physiographic characteristics of the region and measures and records features including land use and vacant land zoning. Designs measurement procedures and methods for inventorying results. Assists in the completion of planning studies. Prepares land use maps utilizing GIS software. Reads and interprets maps. Coordinates and conducts field surveys. Conducts feasibility studies of plans submitted by developers. Surveys, obtains, evaluates, summarizes and analyzes reports, documents and other literature from other governmental agencies or professional organizations. Develops planning study methodologies. Drives to meetings with officials in other jurisdictions to secure and exchange information and to plan cooperative efforts. Attends off-site conferences and training sessions. Drives to meetings with the public to provide technical assistance and present information on various components of the planning program. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree and a minimum of one year of post-baccalaureate paid experience in urban planning work. A master's degree in urban planning, regional planning, or closely related field may be substituted for the paid experience requirement. Possession of a valid State of Ohio drivers license.

Considerable knowledge of the techniques of urban planning and research. Considerable knowledge of the standard principles and practices of urban design and architecture, public administration, economics, sociology, geography, and transportation. Knowledge of municipal administration and organization.

Skill in conducting surveys, compiling data, inventorying data, and analyzing spatial and temporal relationships. Skill in presenting statistical data, preparing maps and graphic presentations and developing and conveying ideas and information verbally and in written form. Skill in the use of a personal computer and common business and geographic information systems (GIS) software. Skill in establishing and maintaining effective working relations with others. Ability to safely operate a motor vehicle. List of essential job functions available upon request.

Competitive Examination Process

This is a classified position.

The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades. VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to their passing grade, must submit proof of discharge in the form of a DD-214 with application.

DRIVER S LICENSE: An applicant having a valid drivers license from another state will be accepted conditionally provided that, if selected, an Ohio Drivers License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
