ADVERTISEMENT FOR COMPETITIVE COST SEALED PROPOSALS

  • COMPETITIVE COST SEALED PROPOSALS

  • Proposal - The offer of a Bidder submitted on the prescribed form setting forth the prices for the Work to be performed which will be awarded based on a combination of price and qualifications.

  • Sealed proposals for construction of the FY 2025 CDBG Water & Sewer Systems Improvements will be received until July 28th, 2026 at 11:00 AM at Barnesville Civic Center, 685 Forsyth Street, Barnesville, GA 30204, at which time and place they will be publicly opened and read aloud. Any proposal received after said time and date will not be considered by the Owner. No proposal may be withdrawn after the closing time for the receipt of proposals for a period of sixty days except as specifically may be provided in the Instructions to Bidders and/or by State law.

  • This project is covered under the requirements of Section 3 of the HUD Act of 1968.

  • SCOPE OF WORK

  • Replacement of a 72 water line services, 1,800 LF of 8" cured-in-place piping (CIPP) rehabilitation, 42 sewer line services, 5 sewer point repairs, and 5,500 SY of asphalt mill and overlay, complete with appurtenances.

  • Time allotted for completion of work is 150 consecutive calendar days. All Work shall be completed in accordance with the plans and Specifications. The Work will be awarded in one Contract.

  • PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

  • CONTRACTOR LICENSE

  • The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all utility work. Therefore, the Contractor submitting a proposal must list the license number of the Contractor performing the utility contracting on the face of the proposal envelope and on the proposal form and provide proof of a valid license with the proposal. No proposal will be opened unless it contains the Contractor's Utility License Number on the envelope.

  • PREQUALIFICATION OF PROPOSERS

  • Proposers must complete the Qualifications of Bidders (Section 00 45 13) in order to be evaluated for award of the Contract. Refer to the specific requirements outlined in the referenced Section.

  • BONDS

  • Proposals shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base proposal. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful proposer if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

  • All easements and rights-of-way for permanent installations have been obtained or will be obtained by the Owner prior to issuing the Notice to Proceed.

  • GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT

  • All qualifying Contractors and Subcontractors performing work with the City of Barnesville must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Proposal to be considered, it is mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Proposal.

  • FUNDING SOURCES

  • Funding is to be provided by the Community Development Block Grant Program which is administered by the Georgia Department of Community Affairs.

  • Section 3 Covered Contract

  • This is a Section 3 Covered Project under the HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply.

  • This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured FY 2023 CDBG Recipients' Manual Page 73 products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.

  • RESERVATION OF RIGHTS

  • Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Proposer if Owner believes that it would not be in the best interest of the Project to make an award to that Proposer, whether because the Proposal is not responsive or the Proposer is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
