The Public Works Department is responsible for the maintenance and construction of all municipal facilities and equipment and associated infrastructure. This includes streets, sidewalks, parks, public buildings, flood control channels, traffic signals, and City-owned vehicles and equipment. Additionally, the department is responsible for the Citys water system and managing trash and recycling services.

Under general direction, the City Engineer plans, directs, and manages the various functions of the Engineering Services Division. The ideal candidate will possess experience in public civil engineering operations and have a high capacity for professional and technical growth. The candidate must be able to work occasional evenings and/or weekends. Essential Duties

  • Directs and coordinates field and office civil engineering assignments in the planning, design, and management of major public works projects, including the preparation of final project reports;
  • Assists and advises the department director in preparation of the division's annual budget request and capital improvement budget, and administers funds allocated under the approved budget;
  • Directs and coordinates street lighting, traffic, and transportation engineering programs; staffs the Traffic Commission;
  • Reviews and recommends completed contract documents for approval and reviews studies to make recommendations to the Public Works Director;
  • Provides general supervision and direction over the preparation of final construction plans, specifications, cost estimates, and project studies;
  • Coordinates cooperative projects with other agencies, including the preparation, review and approval of agreements;
  • Reviews City needs and recommends projects for submission for county, state or federal funding programs;
  • Provides direction in the preparation of grant applications and ensures that all grant requirements are met;
  • Administers engineering, architectural consultant agreements, and construction contracts;
  • Coordinates the acquisition of right-of-way for capital projects;
  • Develops and maintains a customer-oriented climate;
  • Actively participates in various City teams and demonstrates leadership in staff development, evaluation, and team building;
  • Acts on behalf of the director and makes presentations to City Council, public and other agencies as requested;
  • Plans, organizes, and directs employees work by establishing methods and techniques, and oversees the interviews, selection, training, performance evaluation, and discipline of employees when necessary;
  • Set job performance standards for employees and ensure that standards are met;
  • Performs related duties as assigned.

Requirements

EDUCATION & EXPERIENCE

Bachelor's degree in civil engineering or a closely related field, AND four (4) years of progressively responsible civil engineering experience, preferably in public works, including three (3) years in a supervisory capacity are required.

OTHER REQUIREMENTS

Registration by the State of California as a Professional Engineer authorized to practice civil engineering is required.

Must possess a valid class C California driver license and an acceptable driving record in order to operate a City vehicle. An acceptable driving record is one that has three (3) or fewer DMV points issued within the past five (5) years, and no more than one (1) DUI within the past ten (10) years.

KNOWLEDGE OF

Municipal public works management, planning, design, and construction; theory and practice of progressive management techniques; civil engineering principles and practices; customer service techniques and principles.

ABILITY TO

Plan, organize, assign, and inspect the work of others; perform technical research; lead, develop, and evaluate employees; establish and maintain effective working relations with City officials, contractors, and the general public; communicate freely both orally and in writing; and must be a team player who actively participates on various citywide committees; commit to providing quality customer service.

DISASTER SERVICE WORKER

Per Government Code 3100, in the event of a disaster, employees of the City of Garden Grove are considered disaster service workers and may be asked to respond accordingly.

VACATION

Accrues at the following rates:

  • 80 hours upon completion of one (1) year
  • 120 hours after one (1) year - 10 hours per month
  • 132 hours after four (4) years - 11 hours per month
  • 144 hours after nine (9) years - 12 hours per month
  • 156 hours after eleven (11) years - 13 hours per month
  • 168 hours after fourteen (14) years - 14 hours per month
  • 186 hours after sixteen (16) years - 15.5 hours per month
  • 207 hours after nineteen (19) years - 17.25 hours per month
  • 246 hours after twenty-four (24) years - 20.6 hours per month

HOLIDAYS: Fourteen (14) paid holidays annually (up to 125 hours)

ADMINISTRATIVE LEAVE: Employees receive forty (40) hours of administrative leave for use each calendar year beginning January 1. New employees hired July 1 and after shall be allowed to use up to twenty (20) hours during that calendar year.

SICK LEAVE: Sick leave accrues at the rate of eight (8) hours with pay for each full calendar month of service.

INSURANCE: Cafeteria Plan Spending Fund: Employees receive a monthly allowance with which to purchase medical and dental benefits for themselves and their dependents. Any unused portion of the allowance may be put into a deferred compensation plan or Flexible Reimbursement Account, or taken as cash at the end of the year. The City also provides a Flexible Reimbursement Account into which employees may tax-defer funds to use to pay for childcare or to cover those health and dental care expenses (deductibles, etc.) that are not reimbursed by an insurance carrier.

AUTOMOBILE ALLOWANCE OR ASSIGNED CITY VEHICLE: Employees may be assigned a City vehicle by the City Manager to conduct City business. In lieu of a City vehicle, employees may be provided with a car allowance.

RETIREMENT

General Central Management

Tier I - Employees hired prior to January 1, 2013 are covered by the "2.5% at 55" single highest year option of the Public Employees Retirement System (PERS) plan. Employees contribute eight percent (8%) of salary to PERS on a tax-deferred basis.

Tier II - Employees hired and enrolled into PERS after January 1, 2013 are covered by the "2.0% at 62" 3-year average option of the Public Employees Retirement System (PERS) plan. Employees contribute half the normal cost to PERS on a tax-deferred basis.

Police Chief

Tier I - Employees hired prior to January 1, 2013 are covered by the "3.0% at 50" single highest year option of the Public Employees Retirement System (PERS) plan. Employees contribute twelve percent (12%) of salary to PERS on a tax-deferred basis.

Tier II - Employees hired and enrolled into PERS after January 1, 2013 are covered by the "2.7% at 57" 3-year average option of the Public Employees Retirement System (PERS) plan. Employees contribute half the normal cost to PERS on a tax-deferred basis.

DEFERRED COMPENSATION PROGRAM: Employees may contribute to a 457(b) account up to the maximum as determined by the IRS annually. There is no City contribution.

BILINGUAL INCENTIVE: After qualification, employees are eligible for the use of bilingual skills of Spanish, Vietnamese, or Korean. Employees may receive $85 per pay period for verbal and written translation, or $65 per pay period for only verbal translation.
