Chief Procurement Officer

The City of Palm Bay, Florida, is seeking an experienced and forward-thinking Chief Procurement Officer to help shape the next generation of public procurement in one of Florida's leading Space Coast communities.

About the Opportunity

Palm Bay is Brevard County's largest city, with a population approaching 160,000 residents and an adopted FY26 budget of $521.3 million. The Procurement Department plays a central role in responsible stewardship, operational efficiency, vendor engagement, internal controls, and service delivery.

The next Chief Procurement Officer will lead a highly professional procurement team and have the opportunity to build on the City's existing procurement foundation while reimagining the department's structure, processes, and service model to support a modern, strategic, and highly responsive procurement function.

Position Highlights

The Chief Procurement Officer serves as the City's principal public procurement official and is responsible for planning, organizing, developing, coordinating, and overseeing procurement activities in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations.

Key responsibilities include citywide procurement leadership; solicitations and complex procurement methods; contract development and administration; vendor engagement; procurement transparency; staff training; P-Card administration; internal controls; surplus property; and procurement-related agenda items and presentations.

Ideal Candidate

The City is seeking a seasoned public procurement leader with deep technical knowledge, sound judgment, strong relationship-management skills, and the ability to operate effectively at both the strategic and operational levels. The ideal candidate will be collaborative, service-oriented, ethical, and committed to procurement integrity, public trust, responsive internal service, and continuous improvement.

Minimum Qualifications

Candidates must meet one of the following education and experience pathways:

Bachelor's degree from an accredited college or university in Business Administration, Public Administration, or a related field, plus a minimum of seven years of progressive public procurement experience; or

Associate degree from an accredited college or university in Business Administration, Public Administration, or a related field, plus a minimum of nine years of progressive public procurement experience.

Additional requirements include a minimum of three years of supervisory or management experience, experience with complex solicitation types, knowledge of public procurement and expenditure of public funds, and a valid Florida driver's license with an acceptable driving record.

Buyer-level or higher certification in purchasing from a nationally recognized purchasing association is required, such as the Certified Professional Public Buyer or the NIGP Certified Procurement Professional. Certified Public Procurement Officer is preferred.

Compensation and Benefits

The salary range for the Chief Procurement Officer position is $111,867 to $184,881 annually. The starting salary may be approximately $150,000, plus or minus, depending on qualifications and experience.
