Purpose & Overview

The Chief of Staff performs and oversees all administrative functions of the Mayors office.

Employment Standards

General Responsibilities

  • Respond promptly to constituents by gathering information, coordinating with City staff or others; discusses constituent complaints or inquiries with the Mayor and receives direction; responds to constituent via letter, phone, or e-mail, or social media; researches and follows up on status of projects or pending issues.
  • Coordinate day-to-day operation of the Mayors office: manages workload, is first responder to items of urgency, coordinates offices response to news or changing policy;
  • Attends Mayor office meetings, including regular Department Head meetings; monitors and researches items on Mayors agenda, prepares reports of findings and recommendations.
  • Prepares and monitors offices budget, including processing check requests, monitoring balances, and planning annual budget, as well as managing unexpected variables.
  • Attend outside meetings during both workday and evenings, including special meetings on urgent issues in the community, and others of a variable nature; represents Mayor at a wide variety of meetings both during workday and evening, as required.
  • Prepare and organizes Mayors meetings and travel, including goals, location, equipment, agenda, participants, and any other variables.
  • Assist Mayor with special media events, as required; assists Mayor in preparing articles for local media.
  • Assists Mayor with social media, including managing or supervising all City pages and accounts, responding to public and private comments and messages, and preparing posts.
  • Supports and coordinates the Superior Days effort with and on behalf of the Mayor.
  • Plan, organizes, executes, and presents status report on Mayors mission, goals, and objectives and organizes the annual State of the City address.
  • Performs other or related duties as assigned.

Knowledge

  • Research methods, data analysis, and preparation of reports.
  • Advanced administration, organization, and policy analysis of municipal, state and federal government.
  • Functions of the Mayors office and City Council.
  • City political and administrative processes and procedures and knowledge of the Superior community
  • Function of various City Departments and ability to find answers for the public and the City Council.

Requirements/Special Requirements

Education & Experience Requirements

Any combination of experience and training which would provide the required knowledge and abilities is qualifying. A typical way of qualifying for this position would be through:

  • Equivalent to a Bachelors degree in the Liberal Arts or closely related field preferred.
  • Three years of relevant experience that would provide the required knowledge and abilities.

Requires

Must possess and maintain a valid driver's license or provide suitable transportation as approved by the supervisor.

Must pass the post-offer medical examination for the specified occupational group and drug screen prior to hire.

Must pass a 12-month probationary period to demonstrate skills and abilities to perform the requirements of the position.

No residency requirement.

Reporting Lines

The Chief of Staff reports directly to the Mayor. The Chief of Staff works closely with all the department heads and most supervisors in the city.

Position Conditions

Most work is conducted during regular city business hours but will also require attendance at after-hours meetings with the City Council, and other city commissions and committees. Most administrative work is conducted indoors in an office in the Superior/Douglas County Government Center.

Benefits included with this position:

1) Health/Dental Insurance: Will be effective the first of the month following 30 days of employment. The 2026 monthly health/dental insurance premiums (employee portion is 12.6%) to be deducted from the first 2 paychecks each month:

There are two health plans to choose from for 2026. Plan options and premiums are listed below. The premiums also include dental.

Medica - Passport Plan

Single: $142.66 (2 deductions of $71.33)

Employee + 1: $298.14 (2 deductions of $149.07)

Family: $456.44 (2 deductions of $228.22)

Medica - Essentia Choice Care Plan

Single: $115.02 (2 deductions of $57.51)

Employee + 1: $240.30 (2 deductions of $120.15)

Family: $368.32 (2 deductions of $184.16)

The City has a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The 2026 annual deductibles are: $3,400 for Single coverage & $6,800 for Employee+1 or Family coverage. The City will contribute $1,700/$3,400 of that annual deductible into your Health Savings Account (HSA) for 2026, which will carry over if not used and is always yours to use until spent. There is no proration on the deductible or the City's contribution.

2) WI Retirement System (WRS) - The WRS is among the best funded and best managed public pension systems in the country!: You will be required to make contributions to your WRS benefit at 7.20% (in 2026) of your gross wages. The City will contribute the balance of this benefit, 7.20% in 2026 (14.4% going into your retirement!).

3) Life Insurance: To be effective the first of the month following 30 days from the date of hire. Basic coverage (= 1 x annual salary) paid by City (must enroll to receive), ability to purchase four additional units of coverage (= 4 x annual salary) plus spouse/dependent coverage.

4) Paid Time Off:

Sick Leave: For newly hired employees, will accumulate one sick leave day/month and is available immediately as accrued.

5) Vacation: For newly hired employees, seven days of vacation will be prorated from date of hire for use immediately.

6) Paid Parental Leave: Up to six weeks of paid parental leave is available to employees to use following the birth or adoption of an employees child, or placement of a foster child.

7) Holidays: Eleven holidays off with pay each calendar year plus three floating holidays.

8) Longevity pay when eligible as follows:

After five (5) years of service, employees will receive $.20 per hour in addition to their base salary;

After ten (10) years of service, employees will receive $.30 per hour in addition to their base salary;

After fifteen (15) years of service, employees will receive $.45 per hour in addition to their base salary;

After twenty (20) years of service, employees will receive $.65 per hour in addition to their base salary;

After twenty five (25) years of service, employees will receive $.90 per hour in addition to their base salary.
