DESCRIPTIVE STATEMENT:
This is an FLSA exempt, at will, appointed position. Under the supervision of the mayor directs, manages, and oversees the activities and operations of Aviation, Civil Service, City Clerk, Human Resources, Fleet, Information Technology, Parks and Recreation, Planning and Community Development, Public Works, Purchasing, Stormwater, Public Affairs, Grant Resource Development, and Wastewater Departments. This is accomplished through managing a wide range of duties that leads to the health of the entire organization. Develops and guides strategy; creates and executes policy development; plans fiscal and budget management, leadership and development of effective organizational structure; collaborates with Department Directors on daily issues and special projects; advises and assists the mayor in delivery of City services; acts as the liaison with City Council and the general public; and guides, mentors, and inspires organizational efficiency and effectiveness. Other duties include provision of consultation, interpretation, and advice to City staff regarding concerns or problems; conflict management and resolution to complex and politically sensitive issues; and make presentations to variety of boards, commissions, and citizen groups.

In addition to the knowledge, skills, and abilities listed above, requires the following:
At least a bachelor's degree from an accredited college or university with major course work in public administration, business administration, or related field
Eight years of full-time responsible administrative, executive, or management experience including leadership and supervisory responsibility
A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
During employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
Selected candidate must reside within the corporate boundaries of the County of Pueblo, within six (6) months of first date of hire pursuant to Pueblo Municipal Code section 6-4-10 regarding residency requirement
SPECIAL CONDITIONS OF EMPLOYMENT:
Most duties are performed indoors; however, the incumbent will be required to perform some duties outdoors and at other facilities in a variety of indoor and outdoor environmental conditions. Position requires that the individual be able to attend meetings, conferences, and other events out of town and out of state as needed on evenings, early mornings and weekends as required. Must be able to work, drive, and travel in inclement weather.
All required licenses listed above, essential/important functions, physical requirements, KSAs, minimum qualifications, and adherence special conditions must be maintained throughout the term of employment.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
