With broad guidance from the City Manager, oversees the Fiscal Services Department to achieve maximum levels of City services consistent with fiscal guidelines and the City's mission. Directs the development of and approves policies and procedures within the department that facilitate attainment of operational effectiveness and efficiency.
Essential Job Functions
- Provides administrative direction and supervision to the municipal's financial activities including budget preparation, cash management, city investment program, bank relations, accounting functions, purchasing, debt management and planning, financial reporting and audit management.
- Performs personnel administrative functions (e.g., interviewing, selecting, evaluating, supervising, training, disciplining, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
- Assists City Manager's office and other departments in preparation of city's annual budget.
- Oversees the preparation of the Annual Comprehensive Financial Report (ACFR) and coordinates the annual audit of the City.
- Oversees and manages city's investment program and depository contract.
- Directs the disbursement of all moneys and controls all expenditures to ensure that internal financial controls are in place and functioning.
- Oversees a general accounting system and payroll in accordance with generally accepted accounting procedures.
- Submits to City Manager and Council regular statements of financial condition of the City.
- Negotiates contracts for financial services such as banking agreements, investment services, etc.
- Manages all public funds belonging to or under the control of the City; invests all funds.
- Develops, implements, ensures compliance City and Fiscal services policies, procedures, and laws for efficient and effective operation and maintenance of Department operations.
- Represents the City at various meetings including City Council meetings, staff meetings, professional association meetings, and other meetings as necessary and responds to inquiries regarding the Department's functions as well as makes presentations when requested.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications
Required:
- Bachelor's degree (or higher) in Accounting, Finance, or a closely related field of study.
- A minimum of ten (10) years of progressively responsible related experience, including prior senior management responsibility.
Preferred:
- Municipal experience.
- Annual Comprehensive Financial Report (ACFR) preparation experience.
Equivalent combinations of education, experience, certification, and training may be considered.
Knowledge, Skills & Abilities
Knowledge of:
- Department operations, including services, activities, staffing, facilities, and equipment.
- Principles and practices of municipal finance administration and accounting.
- Principles and practices of supervision including effective leadership styles and methods, training, performance evaluation, and discipline.
- Financial management, budget preparation, expenditure control, and record keeping.
- Safety standards, procedures, and precautions utilized in emergency response activities.
Ability to:
- Display unquestionable ethical standards.
- Plan, organize, direct, and coordinate the work of personnel; delegate authority and responsibility.
- Analyze a variety of administrative problems and make sound policy and procedural recommendations.

- Prepare clear, concise, and complete reports, correspondence, presentations, and other written materials.
- Think strategically and provide innovative and effective recommendations.
- Make independent judgments regarding appropriate responses to routine and non-routine questions or situations.
- Speak before City Council, and public and professional groups, about the City's financial plans, objectives, policies & programs.
- Maintain the confidentiality of sensitive information, records, and issues.
- Ensure compliance with City and departmental administrative directives, policies, and procedures.
- Provide City staff and management with sound advice and information regarding incumbent's area of responsibility.
- Establish and maintain effective working relationships with staff, other City employees/departments, City officials, and the public.
Skills:
- Demonstrated leadership, supervisory, and change management skills.
- Strong verbal and written communication skills. Must be a strong public speaker.
- Strong customer service skills, including the ability to handle escalated customer inquiries.
- Strong planning, organizational, problem-solving, and time management skills.
- Strong computer skills with the ability to learn job-specific software programs and applications used by the City of Bryan and the department as needed.
Licenses, Certifications & Special Requirements
- Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
- Certification as a Certified Public Accountant (CPA) is required.
Physical Demands
Physical demands include but are not limited to: Sitting, talking, hearing, seeing, standing, walking, driving; use of hands and fingers to operate office equipment and machines; and occasionally lifting and/or moving objects up to and including 25 pounds.
Working Conditions
Work is performed primarily in an office setting or well-lighted and temperature-controlled working environment.
Equipment
Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: phone, computer, printer, fax, copier, scanner, calculator, and vehicle.
