Title: Chief Finance and Personnel Officer 

Reports to: President/CEO 

FLSA: Salaried/Exempt Full-Time 

Location: Hybrid. This position can be based out of any Community Connections location (Cortez, Durango, Pagosa Springs)

Hourly Rate: $47.61 DOE 

Job Description: This position will require working with a team of directors of the organization to maximize revenues, oversee expenses, and manage human resources. Will be solely responsible for financial operations, preparation of annual audit and budgets, and human resources operations. Supervises the Controller and the HR Administrative Assistant. Works closely with the CEO to execute goals developed in Community Connections Strategic Plan and with the board of directors as needed. All employees will uphold our mission, vision, and values.

Responsibilities:

Management

  • Develop, implement and annually review the Finance and HR Policies and Procedures.
  • Maintain internal controls, company documents related to Finance and HR and provide updated documents to PEO to make available to staff on the HRIS.
  • Answer Executive and other employees’ questions regarding Finance and HR functions and meet with Executive Team as needed.
  • Participate in decision making regarding all insurance.
  • Review all contracts, ensure all contractor files are current with all necessary contractor documentation, and ensure HIPAA Business Partner Agreement is signed by each applicable business partner.
  • Attend all board meetings, present financials to the board, and attend other meetings as requested.
  • Serve on Board Finance Committee and provides the Committee with detailed financial statements and analysis.
  • Prepare finance dashboards for the Administrative Review Team and participate in ART meetings.
  • Assist with the preparation of the Annual Report when needed.
  • Complete annual registrations for the following: Secretary of State (SOS) – Annual Periodic Report, SOS- Annual Charitable Solicitation, System for Award Management (SAM), and Equal Pay Act audits and reports.
  • Oversee donations and grant funds.
  • Coordinate company Volunteer and Wellness programs and quarterly Staff Meetings.
  • Supervise the Controller and HR Administrative Assistant.
  • All other reasonable duties as assigned.
  • Review Emergency Action Plan and Crisis Communication Plan and ensure communication with staff.

 Finance

  • Oversee all finance processes, in addition to cash, investment, line of credit, credit cards, and asset management, maintaining all banking relationships.
  • Coordinate preparation of monthly statement of financial position and income statements.
  • Coordinate and prepare annual budget with Controller using input from the Executive Team, Directors and Managers.
  • Coordinate annual audit and prepare audit schedules for auditors. Review reconciliation of balance sheet accounts.   

 Human Resources

  • Coordinate payroll and human resources functions with Professional Employer Organization (PEO).
  • Work closely with PEO to administer employee recruitment, onboarding, orientation, training, and offboarding, ensure compliance with all federal and state labor laws and regulations, compliance for employees who reside out of state, and required posting of federal and state laws in facilities.
  • Assist the PEO with workers’ compensation claims, lawsuits and unemployment hearings regarding employees. Oversee all Unemployment claims working with the agency’s attorney. Document and create E-Verify case within USCIS guidelines for I-9s.
  • Review payroll semi-monthly for completeness and accuracy.
  • Oversee all payroll tax reports, property tax reports, and any state or federal requirement for non-profit status. Review Colorado Unemployment Insurance Report.
  • Ensure annual W-2s, W-3s, 1099s, 1095s, 1094s are accurate and distributed.
  • Administer the 401 K plan, review annual compliance testing, and oversee the annual filing of 5500 and 8955.
  • Coordinate FAMLI requests and payouts.
  • Manage all employee benefits programs and maintain employee files.

Knowledge and Abilities:

  • Must be able to prepare and analyze accounts receivables/payables, payroll, general ledger, financial statements, and all organizational operational functions. 
  • Must have extensive knowledge of budgeting and audit processes.
  • Must have experience with accounting software, strong computer skills in Excel, Word, PowerPoint, Outlook, Teams, and HRIS platform.
  • Must have previous knowledge and experience processing payroll.
  • Must have excellent supervisory and management skills.
  • Ability to assess complex systems and develop efficient processes. 
  • Experience with human resources is preferred, with ability to coordinate with Professional Employer Organization (PEO) program.
  • Ability to commute for business, when needed. If driving, must possess a drivers’ license in the state they reside and current auto insurance.
  • Satisfactory completion of all background checks and references, including Motor Vehicle Record is required.
  • Nonprofit accounting experience preferred.

Qualifications:

Four-year degree in Finance or Accounting and/or minimum of five years’ management accounting experience required, experience in human resources preferred. 

Physical Demands of the Job: These essential tasks may be performed with or without accommodation or assistive technology. Communicating with others via email, letters and telephone is required. An employee in this position will use a laptop computer and may also have documents and files that they will need to transport within and outside the office. The employee will be required to attend meetings, training and other community activities within the region of Southwest Colorado, with the possibility of occasional travel within Colorado or out of state to training or conferences.
