MINIMUM TRAINING & EXPERIENCE

The following education and experience will be accepted:

  • Associate degree or higher, from an accredited college or university, in the field of construction, engineering, architecture, or related field, plus ten (10) years of combined experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent; OR
  • A high school diploma plus twelve (12) years of the above combined experience will also be accepted.

Must have five (5) years of experience in supervisory positions plus at a minimum of one (1) year of experience as a Building Official or Deputy Building Official required. Must possess a valid Florida's Driver's License and have and maintain an acceptable and safe driving record.

SPECIAL REQUIREMENTS

Must possess and maintain standard licenses in the various building and plans disciplines up to and including Building Code Administrator with the State of Florida Building Code Administrators and Inspectors Board.

EMERGENCY DECLARATION STATUS

Code 1 - Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employees Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

This is a highly responsible professional management position serving as the Chief Building Official of the City. Under limited supervision, performs management, supervisory and technical administrative work in the operation of the Building Department. Work involves developing, prioritizing and accomplishing the goals and policies of the Department. Work involves enforcing state codes and local ordinances in the building, electrical, plumbing and mechanical areas for new construction and remodeling of existing structures. Employee is responsible for the planning and supervision of the staff of inspectors and clerical support workers who review plans and specifications to issue permits for construction, approve legal proceedings against code violators, and represent the Department before governmental and professional agencies and the general public. Performs duties and responsibilities of the Building Official. Work involves directing the Building Department and budgeting for fiscal and personnel accountability. Reports to the City Manager, or designee.

SPECIFIC DUTIES & RESPONSIBLITIES

Plans, organizes and directs the activities of professional, technical and clerical personnel in the administration and enforcement of state and City laws and ordinances governing minimum codes, standards, and requirements of new and existing buildings and residential housing, and, electrical, mechanical and plumbing systems. Administers and oversees the day-to-day activities of the Department to ensure compliance with City policies, procedures and City Manager directives.

Responsible for hiring, retention, discipline and termination of department staff, as required. Develops and increases staff capabilities through training opportunities and cooperatively developed career training plans.

Ensures proper direction and supervision of the activities of inspectors performing inspections of commercial and industrial buildings, residential construction, and electrical, mechanical and plumbing systems; and of the activities of plan review and clerical support staff; assists and advises subordinates, as necessary. Oversees and/or investigates inquiries and complaints concerning inspection activities and/or conduct of subordinate inspectors and plan reviewers, conferring with parties involved and reviewing available documentation and preparing verbal and/or written responses and recommendations, as appropriate. Provides counseling for employees as necessary.

Conducts periodic reviews of inspections, inspection procedures, clerical, and record keeping procedures, the proper implementation of City and Department policy, and compliance with appropriate labor contracts. Confers and/or prepares correspondence, as necessary, to advise property owners, engineers, developers, contractors, and others of applicable building codes and departmental policies and procedures.

Appears before professional, civic and community groups to make oral presentations pertaining to the duties and activities of the Department. Meets with builders and contractors to explain and/or clarify new Department policies and procedures. Resolve complex technical and code-related issues with architects, engineers, developers, contractors, and property owners.

Maintains effective relationships with Federal, State and Local governmental agencies and the private sector, to facilitate mutual understanding and uniform implementation and enforcement of building codes.

Directs the preparation of charts, maps, graphs and other illustrative material for presentation to elected officials, appointed boards, community groups, and concerned citizens; participates in meetings and public hearings to explain recommendations and planning and development proposals.

Responsible for providing high quality, responsive customer service to both internal and external customers of the department. Expected to promote interdepartmental collaboration, build employee morale, and foster a workplace culture of integrity, transparency, and service before self.

Directs the preparation and administration of the department's budget and monitors the revenues and expenditures of the adopted budget.

Oversees and monitors the department's KPIs (Key Performance Indicators) to ensure targets are achieved.

Coordinates post-disaster Building Department activities and collaborates with applicable emergency management agencies.

Monitors internal controls for fraud, errors, and omissions within the department.

May perform other duties as assigned.

ADDITIONAL JOB FUNCTIONS

Performs various building inspections where proper certifications exist.

Performs the duties of the Building Official.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employees cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employees cost.

Short Term Disability: Coverage pays 66 2/3% of employees annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employees salary at time of disability after a 180 consecutive day waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 11 holidays and 1 birthday holiday and 1 floating holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
