CENTRAL SERVICES DIRECTOR

The Athens-Clarke County, Georgia, Unified Government (ACCGov) is seeking candidates for the position of CENTRAL SERVICES DIRECTOR. The Central Services Director is responsible for manage all departmental operations of the Central Services Department and its divisions, which include Administration, Facilities Management, Fleet Management, Internal Support, and Landscape Management.

Duties and responsibilities include, but are not limited to, developing departmental policies and procedures; planning and assigning duties to staff, developing and approving budgets; participating in emergency event response; managing lifecycle programs of ACCGov capital assets including fleet replacement, surplus property, 800 MHz radio system, and building systems replacement; coordinating T/SPLOST project implementation; and managing all departmental operations.

REPORTS TO: Manager

FLSA STATUS: Exempt -Executive

CLASSIFICATION: Regular Non-Merit; serves at the discretion of the Manager

PAY GRADE: 132

SAFETY SENSITIVE: No

Job Related Requirements

WORK SCHEDULE: Monday - Friday 8:00am to 5:00pm. Limited evenings and weekends. Position is required to support the Emergency Operations Center during times of emergency response.

May be required to work on religious holidays

Regular and predictable attendance is required

Must work cooperatively with others

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCGov's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions:

Bachelor's degree in Public Administration, Business Administration, Engineering / Architecture, Landscape Architecture or related field.

Six years of progressive management level experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Four years of management level supervisory experience is required.

Must possess a valid driver's license.

Essential Duties, Responsibilities:

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Service Delivery and Operations Management

Leads customer-focused divisions including Facilities Management, Fleet Management, Landscape Management, and Internal Support.

Develops departmental policies and procedures.

Monitors departmental operations for quality and compliance with established policies and procedures; initiates adjustments in operations as needed.

Coordinates the operation of the 800 MHz public safety radio system.

Oversees the policies and processes associated with surplus property disposal.

Oversees contracts and vendor relationships for outsourced services, including performance monitoring and renewal decisions.

Serves as a primary point of contact for 800 MHz, facilities, landscape, and fleet resources during declared emergencies, activating departmental assets in coordination with the Emergency Operations Center.

Provides technical assistance to division administrators by assisting with the implementation of projects and the resolution of management problems.

Establishes and monitors service delivery agreements with internal customer departments.

Financial & Budget Management

Prepares, reviews and presents departmental operating, administration, and capital budgets; monitors expenditures under current budgets.

Manages capital asset lifecycle programs for building systems, the 800 MHz radio system, and fleet replacement.

Partners with other ACCGov departments to identify, secure, and implement grants.

Provides technical guidance and supports implementation of SPLOST and TSPLOST programs impacting ACCGov facilities, landscapes, and fleet.

Oversees departmental procurement and contract compliance in coordination with the Purchasing division.

External Coordination & Strategic Projects

Supports ACCGov's sustainability initiatives through the application of new technologies and processes.

Coordinates the development and implementation of special projects assigned by the ACCGov Manager.

Contributes to ACCGov's Hazard Mitigation Plan by identifying facility and infrastructure vulnerabilities and recommending capital investments to reduce risk.

Provides reports of departmental progress to the Mayor, Commission, and management.

Works with the Athens Downtown Development Authority, reviewing reports, coordinating contract renewals, and assisting with special projects.

Manages relationships with state and federal regulatory agencies on matters affecting facilities compliance, environmental standards, and radio spectrum licensing.

Serves as consultant to other departments on project design and management issues, including large-scale building construction projects.

Administrative Oversight

Supervises and evaluates assigned staff; handles all employee concerns, directs work assignments, empowers staff, counsels and disciplines employees when necessary, and completes employee performance evaluations and appraisals.

Creates a transparent and collaborative work environment, where mutual dignity and respect for all are consistently prioritized.

Oversees departmental safety programs and ensures compliance with OSHA and ACCGov safety standards across field operations.

Receives and responds to employee grievances, complaints, inquiries, and suggestions.

Reviews employee time sheets and payroll information to ensure accuracy; reviews employee incident reports and provides follow-up action as needed.

Approves and/or initiates employee selection, termination, and disciplinary actions.

Performs other duties as assigned.
