Job Description and Duties

The Department of General Services (DGS) serves as the business manager for the State of California, with more than 4,300 employees and a budget of approximately $1.4 billion. DGS provides a unique variety of services to state agencies, boards and commissions, including innovative procurement and acquisition solutions; creative real estate management and design; building maintenance and operations, environmentally friendly transportation, travel and meeting management; design, funding and construction oversight for the construction of safe schools, and the mission critical administrative functions supporting these essential services.

The Deputy Director of Administration reports to the Chief Deputy Director and plans, organizes, directs and reviews the work of the Office of Fiscal Services, Office of Human Resources, Office of Risk and Insurance Management, Enterprise Technology Solutions, and the Office of Business and Acquisition Services. The Deputy Director of Administration oversees the department's annual budget processes and other related administrative functions.

The Deputy Director of Administration is responsible for executive leadership and management of the division's activities to achieve the mission of DGS and the division through subordinate managers, supervisors, and staff. This involves setting a strategic direction for the division through identification of key risks and opportunities and by ensuring systems are in place for effective management of physical assets, spending authority, and human resources. Success in this role involves establishing management reporting and monitoring systems to ensure that effective services are delivered and key improvement and infrastructure projects are resourced and progressing to timely, successful completion. The Deputy Director of Administration is the key communicator within DGS for all administrative matters and within the division setting the tone for organizational expectations, strategic direction, activity updates, recognition, and change leadership.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience and knowledge managing and/or leading administrative functions which includes fiscal operations, human resources, information technology, contract management, and other business services.
  • Experience working with internal and external stakeholders and customers in a consultative role seeking successful outcomes.
  • Experience in program and operational evaluations including developing and implementing strategic initiatives and process improvements that reduce the cost of delivering administrative services and/or improve the delivery of administrative services.
  • Experience in sponsoring and managing organizational projects with multiple stakeholders and related experience in change management.
  • Experience conferring with and advising departments and agencies on policies and administrative procedures relating to program and project delivery.
  • Experience representing a large department in legislative hearings, meetings involving other State and government groups, and stakeholders regarding budget, fiscal and program policy matters. Experience working closely with the Department of Finance, legislative staff, department directors and other executives to achieve the Administration's budget, policy and program goals.

  3. Describe your experience as a leader building teams and implementing programs that align with an organization's mission and core values. Provide techniques you have used for promoting successful teamwork, a collaborative workplace culture, and advancing diversity, equity, and inclusion in programs and operations.

  4. Describe your experience representing a large state department or organization in external settings involving other state or government groups on fiscal and program policy matters. Describe your experience working closely with the Department of Finance, legislative staff, department directors and/or other executives to achieve budget, policy, and program goals.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
