Job Summary

Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! This position is located at MCAS YUMA, AZ. Candidates selected for this position will serve as a CDC DIRECTOR.

Major Duties

MAJOR DUTIES AND RESPONSIBILITIES:

PROGRAM MANAGEMENT: Ensures the implementation of a developmentally appropriate CYP that promotes the social, emotional, physical, and cognitive growth of children and youth. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoW, Service, and local policies and standards. Ensures the program complies with legal and regulatory requirements and meets customer needs. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. Conducts program-specific surveys and needs assessments of staff and patrons and when needed makes recommendations to CYP and installation leadership regarding changes to programming and hours of operation based on responses. Incumbent must have the ability to use Microsoft Office Suite.

FINANCIAL AND FACILITY MANAGEMENT: Operates program in compliance with internal control standards. Prepares and executes Appropriated fund (APF) and Nonappropriated fund (NAF) budgets for the center. Conducts written analysis of budget variances as necessary. Prepares justification for funding of unanticipated program resource requirements to include repairs or maintenance of facilities and equipment. Recommends capital expenditures for facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates. Initiates the purchase of supplies, travel, training, contracted services, and other administrative expenses. Ensures standards are maintained for facility condition, safety, and sanitation. Initiates work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction.

PERSONNEL MANAGEMENT: Supervises staff to include assigning work, conducting performance reviews and approving leave. Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Evaluates performance of employees directly supervised and/or subordinate supervisors and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Assures equity of performance standards and rating techniques applied by subordinate supervisors. Conducts written observations of assigned direct care staff during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews).

Provides mentorship, technical assistance, and on the job training to ensure professional development opportunities. Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Recommends, to higher level approver, awards for supervisory and non-supervisory personnel. Selects candidates for subordinate non-supervisory positions and recommends, to higher level approver, selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements. Makes decisions on work and administrative issues presented by subordinate supervisors. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Actively supports the principles of the Equal Employment Opportunity (EEO) program and prevention of discrimination, harassment, and reprisal.

PROGRAM OPERATIONS:

Maintains an active role in the CYP management team. Establishes a program environment that sustains participant interest and promotes positive interactions with children, youth, and adults. Models appropriate behaviors and techniques for working with children and youth.

Provides input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs.

Plans, implements, and supervises parent participation programs designed to encourage and support positive relationships among parents, children, and CYP professionals. Encourages parental involvement in the Parent Board, parent education opportunities, and activities that provide parents with opportunities to participate.

Organizes and participates in programed family events such as Back-to-School Night, Class Meetings, New Family Orientation, etc.

Interacts with installation civilian and military personnel, CYP directors, APF and NAF employees, volunteers, supervisors, Family Child Care providers, children, youth, parents, and on and off installation support agencies. Contacts with the military community and agencies are to coordinate available activities for the children/youth as well as to promote the cooperation and collaboration of the groups.

The incumbent serves as a liaison with service providers and has other contacts with members of the public, individually or in groups, to include members of national and local early education councils, local school districts, local civic volunteer groups or advisory groups. The purpose of contacts is to facilitate the operation of the program, to ensure smooth implementation of programs and events, and to gather new information related to child and youth developmental programming.

The incumbent chairs the parent involvement board and serves as a representative before groups such as training groups, the public, and local civic volunteer groups.

CHILDREN WITH DISABILITIES AND OTHER IDENTIFIED NEEDS:

Ensures inclusive programming for children and youth with special needs are implemented within current policy. Ensures CYP staff adheres to policy requirements related to accommodations and specials needs, such as medication administration, acute health related conditions, behavior management, and special dietary restrictions or needs. Ensure staff follows written procedures to prepare and administer medications to include rescue medications in accordance with medical action plans and other regulations. Ensure staff monitors, records, and reports medically undocumented reactions to the supervisor and parents.

Ensures direct care staff use written observations, detailed notes, and knowledge of targeted and individualized behavior strategies to inform behavior support plans, provides recommendations to the IAT, and follows Individualized Family Service Plan (IFSP) (if applicable) and Individualized Education Program (IEP) (if applicable) for appropriate care of children and youth with special needs.

Communicates with parents about available resources including parenting training, counseling services, developmental-behavioral issues, and developmental milestones. Assists in creating an intervention plan addressing behavior or learning challenges.

SAFETY/COMPLIANCE:

Ensures facility complies with health, fire, safety, USDA, and program regulatory guidance and standards.

Evaluates operations against DoD safety criteria and applies technical guidance to correct deficiencies.

Identifies and responds to emergency situations including evacuations, child/youth illness, and physical and emotional needs.

Plans for, recognizes, and handles emergencies to ensure the safety and supervision of children, youth, self, and others.

Ensures CYP staff follow health and safety standards when performing diapering, toileting, hand washing, cleaning/sanitizing/disinfecting surfaces and materials, food service, safe sleep

practices, and caring for ill children/youth. Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.

Reviews, ensures clarity of, completes, and submits accident/incident report documentation, as required.

Operational guidelines include but are not limited to the Military Child Care Act, applicable DoD and military Service Instructions as well as Federal, State, and local laws.

The incumbent must use judgment in interpreting and adapting program policies, regulations, and procedures to ensure effective implementation in support of program goals and objectives.

Ensures CYP staff collect, maintain, and report program participation data.

Ensures compliance with standards, criteria, and laws to obtain and retain DoD certification and national accreditation. Takes action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits. Prepares responses to inspection reports.

Ensures that all staff know and follow safety procedures and comply with health, fire, safety, facility, and program regulatory guidance and standards. Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports.

Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds, outdoor areas, and surrounding areas of responsibility.

ADDITONAL RESPONSIBLITIES:

Physical Demands/Work Environment

The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.

The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries.

The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable.

The incumbent must communicate effectively in English, both orally and in writing to communicate with CYP team and customers, prepare reports and plans, and document observations.

Majority of the work is performed in the CYP facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips.

Duties may involve working both indoors and outdoors. Classrooms and office areas are adequately lighted, heated, and ventilated.

The incumbent may work an uncommon tour of duty to include evenings and weekends to accommodate varying program operating schedules.

Qualifications

CONDITIONS OF EMPLOYEMENT:

This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05, favorably adjudicated background checks are required. Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine. Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR, First Aid, and Food Handlers certifications. Must be 18 years of age and possess a high school diploma or equivalent. Must be able to follow verbal and written instructions and communicate effectively orally and in writing.

REQUIRED EXPERIENCE:

Minimum of 3 years experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Skill to supervise employees and serve as a leader in the accomplishment of work.

REQUIRED EDUCATION:

Bachelors degree or advanced degree in child development, early childhood education, elementary or secondary education, family and consumer science (early childhood emphasis), special education, or other fields appropriate to the position.

OR

A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Satisfactorily complete all background checks in accordance with DoW and Marine Corps policy for employees who provide childcare services. Must pass a pre-employment physical and annual physicals, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoW training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government drivers license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
