Job Summary
Under the general direction of the California Crop Improvement Association (CCIA) Executive Director, manages the day-to-day operations of the CCIA Field Services Program, including oversight of field inspection programs for agronomic, vegetable, potato, and other crops. Directly supervises a minimum of 2.0 FTE career employees and seasonal staff within the Field Services Unit and exercises full supervisory authority including recruitment, hiring recommendations, work assignment, performance management, training, corrective action, and employee development. Provides leadership and direct supervision to field staff and inspectors to ensure compliance with CCIA, California Seed Law, Association of Official Seed Certifying Agencies (AOSCA), and Organization for Economic Co-operation and Development (OECD) certification standards related to genetic purity, varietal identity, weeds, and diseases. Serves as the primary technical resource and advisor to the Executive Director, field staff, customers, and industry representatives regarding certified crops, certification standards, policies, procedures, and field inspection requirements related to the production and conditioning of seed stock for agronomic and vegetable crops. Provides technical expertise and guidance to the Certification Technical Committee (CTC) regarding variety eligibility, release and quality assurance programs, and certification standards across all crops certified by CCIA. Ensures the ongoing maintenance and enhancement of crop standards, certification policies, procedures, and training materials, and supports development of programs that promote and strengthen seed certification services. Represents CCIA in collaborative engagements with partner organizations, regulatory agencies, and industry groups, and may accompany the Executive Director to AOSCA meetings, industry conferences, and related events.

Department Overview
The CCIA is the official seed certifying agency in California as recognized by California Seed Law. The CCIA provides voluntary quality assurance programs for the maintenance and increase of agronomic, vegetable and native crop seed. CCIA works under California Seed Law in cooperation with AOSCA, OECD, and USDA-AMS. The CCIA has an annual operating budget of approximately $1.7M. These funds are generated fees assessed for services provided for certification programs.
Department Specific Job Scope
The position manages the California Crop Improvement Association Field Services Unit and field inspection programs for agronomic, vegetable, and potato seed crops. Under the general direction of the Executive Director, the position independently directs field staff and inspection activities; develops and revises crop standards, policies, and training materials; and ensures compliance with California Seed Law, Association of Official Seed Certifying Agencies, and Organization for Economic Co-operation and Development requirements.
The position serves as the principal technical resource regarding certified crops, field inspection procedures, and certification standards; chairs the Certification Technical Committee; administers the OECD and Potato Seed Certification programs; and represents CCIA with customers, regulatory agencies, and industry organizations. Decisions directly affect certification status, regulatory compliance, and the integrity of CCIA certification programs statewide.
