The CBP Compliance Specialist is responsible for ensuring full compliance with U.S. Customs and Border Protection (CBP) regulations across bonded warehouse operations, third-party logistics (3PL) services, and customs brokerage support functions. This role oversees bonded and in-bond freight, customs documentation, inventory controls, and regulatory interactions to mitigate risk and ensure compliant handling, storage, filing, and release of international freight. Key Responsibilities • Ensure compliance with all applicable CBP regulations, including bonded warehouse operations (19 CFR Part 19), in-bond movements, and import/export requirements • Manage and audit bonded and in-bond inventory, including receipts, transfers, manipulations (when permitted), shortages, overages, and releases • Review, maintain, and reconcile CBP documentation, including CBP Forms 214, 216, 3499, 7501, delivery orders, and in-bond paperwork • Coordinate with customs brokers, freight forwarders, carriers, customers, and CBP officers regarding entries, exams, holds, and releases • Oversee and validate value-added services (e.g., labeling, kitting, rework) to ensure activities are performed only as permitted under CBP regulations • Monitor segregation and control of bonded vs. non-bonded freight within warehouse and WMS environments • Support CBP exams, audits, compliance reviews, and site inspections, serving as a primary compliance point of contact • Investigate and resolve compliance discrepancies, documentation errors, inventory variances, and post-entry issues • Respond to CBP requests for information, including CF 28 and CF 29 notices, and support post-entry corrections and reconciliations • Maintain accurate, CBP-compliant recordkeeping and retention practices • Develop, update, and enforce compliance SOPs; provide training and guidance to operations, customer service, and brokerage teams • Identify compliance risks and recommend corrective actions or process improvements • Stay current on regulatory changes and communicate impacts to internal teams and customers Required Qualifications • 2–5 years of experience in CBP compliance, bonded warehouse operations, 3PL logistics, or customs brokerage • Strong working knowledge of CBP regulations, bonded inventory controls, and customs documentation • Experience interacting directly with CBP officers, customs brokers, and regulatory agencies • Familiarity with WMS bonded modules and customs systems (ABI/ACE) • High attention to detail with strong organizational and problem-solving skills • Proficiency in Microsoft Office (Excel, Word, Outlook) Preferred Qualifications • Licensed Customs Broker (LCB) or progress toward licensure • Experience supporting CBP audits and compliance assessments • Familiarity with FTZ operations and PGA requirements • Experience in multi-client or high-volume logistics environments Core Competencies • Regulatory compliance and risk management • Documentation accuracy and audit readiness • Cross-functional communication • Process improvement and SOP development • Professional discretion and integrity Work Environment • Combination of office and warehouse settings • Regular interaction with CBP officers and regulatory agencies • May require extended hours during audits, exams, or peak operational periods
