Help Families Stay Housed. Build Stability. Change Lives.

At First Step House, our mission is simple but powerful: We help people build lives of meaning, purpose, and recovery.

We're looking for a compassionate and dedicated TBRA Case Manager to join our team. If you're passionate about helping individuals and families overcome housing barriers, prevent homelessness, and achieve long-term stability, this could be the perfect opportunity for you.

Why You'll Love This Role

As a TBRA (Tenant-Based Rental Assistance) Case Manager, you'll work directly with individuals and families who are at risk of homelessness, helping them access rental assistance, navigate the housing process, and build the skills and resources needed to maintain permanent housing.

You'll play a critical role in helping clients overcome barriers, connect with community resources, advocate with landlords, and develop personalized Housing Action Plans that support long-term success.

Every day offers the opportunity to make a meaningful difference by helping people find safe housing, increase self-sufficiency, and build a more stable future.

Looking for Better Work-Life Balance?

Enjoy a 36-hour work week while maintaining full-time benefits.

Pay: $46,353.60 annually

Schedule: Monday-Friday with flexible hours

Outstanding Benefits

We believe in taking care of the people who take care of others.

  • Robust Paid Time Off program that grows with your tenure

  • 15 Paid Holidays annually, including your birthday

  • 401(k) employer matching

  • Annual merit increases and bonus opportunities

  • Medical, Dental, Vision, and Life Insurance

  • Meaningful work with a mission-driven organization

  • Opportunities for professional growth and development

What You'll Do

As a TBRA Case Manager, you will:

  • Screen clients and determine program eligibility

  • Collect and verify household income and eligibility documentation

  • Develop and implement individualized Housing Action Plans (HAPs)

  • Assist clients throughout the housing process, including housing searches, applications, utility setup, move-in coordination, and landlord communication

  • Support clients with budgeting, credit improvement, housing retention, and self-sufficiency goals

  • Utilize a progressive engagement approach to tailor services to each household's needs

  • Provide ongoing case management and regular client meetings

  • Connect clients with employment, educational, healthcare, financial, and community resources

  • Build collaborative relationships with landlords, service providers, and community partners

  • Advocate for clients and assist in resolving housing-related barriers

  • Prepare requests for financial assistance and submit supporting documentation for approval

  • Manage and track rental assistance funds

  • Reassess client eligibility and service needs throughout program participation

  • Collaborate with counselors, case workers, and community agencies to coordinate services and support successful housing outcomes

What We're Looking For

  • Housing case management experience required

  • Bachelor's degree in Social Work or a related field preferred

  • Experience working with individuals experiencing substance use disorders preferred

  • Strong organizational, communication, and problem-solving skills

  • Ability to build rapport with clients from diverse backgrounds

  • Passion for helping individuals and families achieve housing stability and independence

Make a Difference Every Day

The TBRA program provides short- to mid-term rental assistance and supportive services to households earning less than 60% of Area Median Income who are at risk of homelessness. Through individualized support and housing-focused case management, you'll help clients overcome barriers, maintain housing, and build a stronger future.

Join a team that believes housing is a foundation for recovery, stability, and opportunity-and help make that vision a reality every day.
