Capture Manager
Location: Fredericksburg, Virginia
Compensation: $80,000.00 – $250,000.00 per year, which is comprised of a competitive base salary plus performance-based earnings. Total compensation is driven by client engagement, pre-RFP positioning success, and business development outcomes. Additional compensation includes bonus opportunities, commission pay, and annual performance bonuses tied to individual and company growth objectives.

Position Overview
Leumas is seeking a relationship-driven Capture Manager to support the company's growth by building strategic partnerships before formal procurement opportunities are released. This role focuses on proactive engagement with public housing authorities, government agencies, pension funds, and charitable foundations to position the company early in the acquisition lifecycle.
Rather than responding to posted solicitations, the Capture Manager plays a forward-facing role-developing connections, identifying opportunities, and creating access for senior leadership to engage decision-makers. Key Responsibilities
The Capture Manager will lead targeted outreach efforts to introduce Leumas to prospective partners and establish meaningful relationships across the affordable housing and public sector landscape. Daily activities include identifying and engaging decision-makers, scheduling strategic meetings for leadership, and maintaining a pipeline of early-stage opportunities aligned with company capabilities.
This role also involves researching agency priorities, tracking upcoming opportunities, and supporting internal planning efforts through CRM management and market intelligence. The Capture Manager will prepare briefing materials for leadership engagements and may represent the company at networking events, industry conferences, and agency matchmaking sessions.
