The Laboratory for Atmospheric and Space Physics (LASP) pursues fundamental discovery in Earth and Space Science, develops, designs, and builds instruments and spacecraft for space‐based observations of the Sun, Earth, and planets, operates satellites, and analyzes mission data sets. LASP has built instruments and participated in missions to every planet in the solar system.

The Laboratory for Atmospheric and Space Physics (LASP) is one of the largest research institutes of CU Boulder, the #1 public university recipient of NASA research grants, and one of America's leading aerospace universities. With a focus on solar, stellar, space plasma, atmospheric, and planetary sciences, LASP employs both experimental and theoretical approaches to answer key science questions. Since its inception in 1948, LASP has developed, operated, and analyzed the data from scientific instrumentation for solar science, earth atmospheric, planetary, deep-space, and Earth-orbiting spacecraft missions investigating the Sun, all eight planets, Pluto and beyond. The progressive development of research capabilities and use of innovative technologies in pursuit of emerging research initiatives ensures a continued leadership role for LASP in today's growing "new space" era. Since 2013, LASP has secured over $1.75B in grants and contracts.

Thanks to its distinctive combination of scientific and engineering expertise and its ability both to manage long-term collaborations with agencies such as NASA and to respond to faster-moving opportunities with private sponsors, LASP has grown rapidly in the last decade, with expenditures that exceed well over $150M annually, secured through grants, contracts, and other funding vehicles. Some 400 of LASP's 600-person staff are technical staff and research scientists. The LASP community includes tenure/tenure-track faculty, approximately 110 student employees, 69 graduate students, and 10 postdocs.

An important element of LASP's mission is to train the next generation of space scientists and engineers: through wide-ranging research and flight projects, LASP participates actively in the development of the future leaders of space research and is a leader in educating students with highly valued technical and scientific skills. Undergraduate and graduate student participation is integral to LASP's R&D and operational success. In this regard, LASP has been both a contributor to and beneficiary of the remarkable growth of the state of Colorado's space sector.

What Your Key Responsibilities Will Be

What Your Key Responsibilities Will Be

• Responsible for "winning" contracted space research opportunities through the management and oversight of capture teams and proposal efforts, from conception through award.
• Supports LASP's strategic planning development and execution, and customer relationship development and management activities.
• Identifies resources required to pursue proposals, establishes infrastructure requirements, processes, plans, and manages the same.
• Manages all capture and proposal activities and processes throughout development, submission, and selection, including scheduling and reviews.
• Develops and implements proposal strategies, including research, planning, pricing, teaming, competitive positioning, and risk assessment.
• Ensures quality and compliance of proposals and customer interactions.
• Participate in dynamic workload balancing with LASP personnel, including projections of needs and prioritization decisions.
• Engage with customers, teammates and the community to solidify and enhance relationships and competitive positioning of LASP.
• Attends conferences and symposia to stay abreast of marketplace changes and determine likely areas for growth and expansion.
• Coordinates across LASP to encourage and foster compelling ideas and concepts that further the Lab's goals and strategies.
• Other duties as assigned.

• Minimum B.A./B.S. Degree in relevant technical field.
• Minimum of 10 years of aerospace industry experience with three to five years of proposal management and business development experience.
• Due to requirements to access export-controlled data and information, only U.S. citizens, lawful permanent residents (green card holders), or other protected individuals (i.e., persons designated as an asylee, refugee, or temporary resident under amnesty provisions) may apply.
• Must be within commuting distance (come into the office as necessary).

• A dynamic, hands-on leader capable of instilling passion to win, excellence, and adherence to deadlines; mentoring proposal teams and driving accountability and success.
• Experience in developing responses to solicitations in a similar organization servicing multi-step, page-limited Federal Government announcements of opportunity.
• Experience in developing compliance matrices, outlines, storyboards, page allocation, themes, discriminators, etc.
• Ability to work independently to identify, structure and articulate a winning approach for solicitation responses.
• Program Management experience in assessing technical, financial, schedule, or other associated risks with solicitations, studies, and projects.
• Working knowledge of NASA standards and specifications.
• Experience interviewing customers to ensure understanding of requirements and development of effective solutions.
• Experienced in developing presentations for senior executives.
• Proven ability to work under pressure, delivering high-quality work consistently against tight deadlines.
• Understanding of the various types of contracts (e.g., Single versus Multi-Award, IDIQ Task Orders, Cost Plus, FFP, Incentive Fee, etc.).
• Must have knowledge of the federal government contracting acquisition and proposal processes, and experience with large proposal efforts.
