What is this career opportunity?

The General Services Division (GSD) is seeking a leader for the Capitol Facilities Management Bureau (CFM). This individual provides vision, leadership, and direction for 35 team members, and directly supervises 5 program managers. The incumbent is guided by statute, policy, procedure, and the Capitol Complex Master Plan. The CFM Bureau Chief is ultimately responsible for helping ensure the habitability and safety of State-owned space in the Capitol Complex, which comprises a real property portfolio valued at $429M. CFM services are provided to nearly 40 buildings in Helena directly through staff, and indirectly through contracted vendors. Key functions of this role include oversight of a $14.5M budget, establishing operational priorities, strategic planning, and overall executive management of the following programs:

  • Building Automation Services

  • HVAC Services - Comprised of master plumbers and HVAC specialists

  • Facility Maintenance - Comprised of general trades maintenance (i.e. carpenters, painters, locksmith) and custodial.

  • Landscape/Grounds Maintenance

  • Custodial Services - Comprised of in-house custodians and contracted services

What are we looking for?

Education and Experience:

  • Bachelor's degree in Engineering, Business Management, Construction Management, or related field; AND

  • Five years' experience in facilities management, building contractor, construction supervisor, building system engineer; AND

  • Three years supervisory experience; OR

  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Key Responsibilities:

  • Organizational Leadership: Build consensus among direct reports to facilitate strategic planning, forecasting, and implementation of best practices. Balance customer service with smart stewardship of State property. Promote a culture of safety, professionalism, and continuous improvement.

  • Problem-Solving Mindset: Be curious, innovate, and take reasonable risks to solve problems, build on preventative maintenance programs, and long-term capital improvement planning.

  • Operational Oversight: Use high-level planning and people leadership to ensure alignment with organizational goals regulatory requirements, and industry best practices. Develop or maintain plans to address effective emergency response, resource allocation, and workforce development.

Competencies:

Knowledge of:

  • Budgeting, estimating, fiscal management practices, and State and federal funding principles and requirements

  • Executive Planning Process for preparation of rates and budget estimates for contracted services

  • General principles of construction and construction project management

  • Facility management workload planning and the ability to apply that to the development and maintenance of a comprehensive facility operations and maintenance (O&M) program

  • Local and state building codes for plumbing, electrical, elevator, boiler, and mechanical systems

  • Best practices and compliance for abatement, safe workplace standards, and high-risk procedures

  • Liability mitigation strategies that maintain rigorous safety standards, reduce risk exposure, and strengthen contracted agreements

  • Writing specifications, justifications, and report development

  • Utilize different communication styles with diverse levels of management, stakeholders, and public forums, including crisis, collaborative, and strategic communications

  • Principles of incident management system (ICS) standards and problem management to effectively achieve desired outcomes
