Position Summary

The Manager, Capital Projects owns the execution of Pilot Water Solutions’ facilities and pipeline projects from final design through construction, commissioning, and closeout. This role takes preliminary scope and design basis from the Planning team and drives it to a safe, on-budget, on-schedule turnover to Operations. The Manager leads the construction team, including the Construction Manager and field inspectors, and over time will also lead project managers and engineers as the function grows. Level and salary commensurate with experience. This position is located in Houston, Texas, and reports to the Senior Director, Facilities & Infrastructure.

Essential Job Duties

  • Manages the design of surface facility & pipeline projects and manages them through execution.

  • Owns project execution from final design through construction, commissioning, and closeout, including scoping, field recon, and construction package development.

  • Develops and maintains integrated execution schedules aligned with System Planning and customer need-by dates.

  • Develops AFE-level cost estimates and monitors project cost, schedule, and AFE performance, resolving field execution issues as needed.

  • Manages RFQs, sourcing events, bid walks, contractor awards, and project kickoffs, and coordinates procurement of equipment, PVF, instrumentation, IE&C, and other required materials.

  • Serves as the primary liaison between engineering, construction, operations, supply chain, vendors, and contractors.

  • Integrates inputs from System Planning and Project Controls to convert preliminary scope and design basis into executable projects.

  • Drives cost and schedule adherence, QA/QC, and field execution readiness across the project portfolio.

  • Supports commissioning, startup, PSSR, turnover, as-builts, and project closeout, including lessons learned and after-action reviews.

  • Collaborates with Land on pipeline routing, ROW status, survey and alignment sheets, and landowner construction requirements.

  • Applies ASME B31.3/31.4/31.8 and other relevant industry standards to confirm projects meet specifications.

  • Adheres to regulatory and compliance requirements for existing and future projects, including permitting and safety regulations.

  • Leads and develops the construction team, including the Construction Manager, inspectors, foremen, and contractors, and over time project managers and engineers, through hiring, performance management, mentoring, and disciplinary processes.

  • Reviews and approves assigned procurement, including purchase orders and invoices, for accuracy and timeliness.

  • Adheres to and leads by example on Company policies and procedures, including KPA, JSAs, training, incident reports, and safety observations.

  • Performs other duties as assigned based on business needs and growth.

Minimum Qualifications

  • Bachelor’s Degree in Engineering.

  • 10 years of oil and gas experience.

  • Strong understanding of system hydraulics including modeling software.

  • Strong organization, planning and time-management skills for multiple priorities.

  • Strong communication skills with the ability to build relationships at all levels of organization.

  • Proficient in MS office (Word, Excel, PowerPoint, etc.)

  • Proactive problem-solver with strong critical and analytic skills

  • Professional, tactful, and discrete when handling sensitive and confidential information.

  • Able to adapt in a fast-paced environment.

  • Able to travel as needed.

 

Preferred Qualifications

  • 10 years of relevant experience leading projects

  • 2 years of supervisory experience

  • Midstream experience specific to Facility Engineering and/or Construction execution

  • Experience with HDPE (High-Density Polyethylene) Pipeline Construction

  • Experience with Saltwater Disposal Facilities (SWD) and SWD Construction

  • Working Knowledge of AMSE B31.3, B16.5, Plastic Pipe Institute (PPI) Handbook

 

Physical Requirements & Working Conditions

  • Must be able to sit for extended periods of time at a desk and work on a computer/laptop

  • Must be able to lift up to 15 pounds

  • Standard office environment.

  • When traveling to the field:

    • Must be able to stand, bend, walk, kneel, climb stairs and lift over 50lbs for continuous hours.

    • May be exposed to loud noises, occupational hazards, and/or other outdoor elements

    • Must be able to withstand extreme weather conditions, including but not limited to, extreme hot, extreme cold, wind, rain, hail, dust, snow, sleet, ice, etc. as well as wet/humid and/or dry/arid conditions.

    • May be exposed to H2S and other industry related chemicals.

    • May be subject to working in low-lit areas.

    • May encounter wildlife.
