An incumbent is responsible for validating and submitting campus payroll to the central office and for resolving employee payroll issues at the campus. In addition, an incumbent will also contribute to processing human resources transactions, including new employee onboarding, benefit enrollments and changes, and other required paperwork.
Nature and Scope
An incumbent in this class typically reports to an administrator. The incumbent manages campus payroll and benefits administration and employee onboarding. The incumbent works closely with the departments, new and current employees to coordinate, track, and facilitate the timely receipt of payroll documents and any benefit enrollment forms. Communicates and interacts with staff, faculty, administrators, other State agencies, and the public. Ensures the documents are in accordance with College rules, policies, procedures, and State and federal laws. In addition, the incumbent maintains strict confidentiality regarding employee information.
Principal Accountabilities
An incumbent may perform any combination of the below listed accountabilities:
Manages the end-to-end processing of full-time and part-time employees. Explains benefits programs to campus employees and processes contracts, ensuring accuracy and compliance with all College, State, and federal regulations. Responsibilities include handling payment calculations, securing necessary signatures, and facilitating the accurate completion and timely submission of all contract-related payroll and HR documentation.
Responsible for accurate and timely processing of timesheets for campus employees. Responsibilities include managing the entire timesheet process, including validating data, confirming signatures, and accurately inputting regular and overtime hours into Excel spreadsheets for final payroll submission.
Responsible for coordinating the full employee lifecycle, including onboarding, benefits administration, and offboarding. Duties include processing new hire paperwork, facilitating benefits enrollment, and introducing employees to College policies and procedures.
Manages and communicates the College's benefits programs, providing guidance on options, such as Family and Medical Leave Act (FMLA), Short Term Disability (STD), pension, worker's compensation, and paid parental leave (PPL). Additionally, the position oversees offboarding by ensuring separation documentation, benefit terminations, and final records are completed accurately and in compliance with College polices. This position is the primary point of contact for employee inquiries, assists with enrollment, and ensures documents are completed correctly.
Serves as the primary point of contact for employees by coordinating onboarding activities and providing guidance on College policies and procedures related to leave, holidays, and winter break.
Provides initial guidance to administrators, supervisors, and employees on the interpretation and application of the College's human resources policies, procedures, and rules. Refers complex or uncommon issues to senior HR staff when situations fall outside standard procedures, established practices, or defined guidelines.
Researches, collects, analyzes, and evaluates data and information from a variety of sources to make recommendations to senior HR leadership regarding campus HR payroll and benefits issues and concerns.
Maintains employee files and records. Prepares routine and special reports, such as worker's compensation, sick and annual leave, Affordable Care Act (ACA), applicant data, and human resources data requests.
Participates in assigned committees to propose new or revised internal procedures and to support the implementation of the College's policies. Attends job fairs and Collegewide events as needed.
Develops, updates, and presents training programs to support employee growth that aligns with the goals of the College.
Performs other related duties as assigned.
Knowledge Skills and Abilities
Minimum Qualifications
Associate's degree in a relevant field and four (4) years of relevant experience; or other equivalent combination of education and experience.
