ESSENTIAL FUNCTIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of knowledge, skill, and/or ability required.

Work to ensure that everyone inside the shipyard is safe and performing their work in accordance with HPSI's core principles.

Ensure that all HPSI safety procedures, rules and regulations are communicated, understood, and followed.

Process Purchase Requisitions, Issue Request for Quotes, develop bid analysis, conduct negotiations, and issue Purchase Orders.

Use SAP to support purchasing process.

Develop successful negotiation strategies for the purchase of material, equipment, and services for ship production and yard operations.

Work closely with Production and Engineering (where necessary) to ensure that materials, equipment, or services being ordered and delivered will fulfill all requirements.

Monitor vendor performance to make sure all orders arrive on time and within budget.

Coordinate and manage General Stock Items (GSI) list and domestic sourcing.

Work with Material Control and Production to input Material Problem Report (MPR) and seek resolution.

Document project shipments and maintain schedule changes.

Work closely with Planning to manage Production Need Dates (PNDs) and communicate to procurement partner.

Manage Material Supply Agreement with project procurement partner.

Travel may be required.

Maintain log of monthly material receipt and commercial invoices.

Support meetings required for the project.

Conduct market research, obtain quotes, and develop estimates for new projects.

Work with other Buyers to ensure goods arrive on time and project milestones are met.

Support key stakeholders by providing timely updates and information as requested.

Perform other related duties as required and assigned.

SUPERVISORY RESPONSIBILITY

This position has no supervisory responsibilities.

EDUCATION AND EXPERIENCE

• Bachelors of Science or Art college degree preferred • Minimum 2 years of experience in Purchasing • Experience in Shipbuilding industries & Government contracting is plus • Proficient in Microsoft software applications such as Word and Excel • Familiar with Access and Power Point • Proficient in SAP

WORK ENVIRONMENT

Environmental exposures are similar to those found in most heavy industrial settings and may include noise, heat, cold, vibration, dust, fumes, and smoke. Work may be executed indoors or outdoors and may involve exposure to inclement weather conditions.
