Requirements

8 or more years of experience in enterprise business analysis, process mapping, and system reengineering.
Proficiency in MS Office Suite including Visio, Project, and advanced Excel.
Experience with vital records registration policies, administrative procedures, and statutory regulations.
Experience in data modeling, statistical recordkeeping, and producing analytical summaries.
Experience with managing mid-sized IT projects, building work plans, and defining resource estimates.
Experience in cost-benefit modeling, return-on-investment (ROI) analysis, and buy-versus-build evaluations.
Excellent verbal and written communication skills.

Responsibilities

Analyze and evaluate complex data registration applications to optimize front-line business operations.
Formulate system requirements to align electronic vital event platforms with statutory mandates.
Map business processes and implement reengineering strategies to improve administrative system efficiency.
Create structured project work plans, document accurate labor estimates, and monitor milestone progress.
Gather and analyze system data to prepare concise reporting packages for executive leadership.
Maintain detailed statistical records and generate summaries to guide technical decision-making.
Coordinate with multi-party stakeholders and technical divisions to resolve operational process conflicts.
