About the Opportunity
We are seeking an experienced Business Systems Analyst to support a portfolio of legislative information systems that enable critical operations, documentation, reporting, and public information services. In this role, you will serve as a functional and technical resource, partnering closely with business stakeholders, developers, and vendors to ensure systems effectively meet business needs.

You will lead efforts across requirements gathering, testing, documentation, training, production support, and continuous improvement, helping drive modernization and process efficiency in a mission-focused environment.

Key Responsibilities

  • Serve as subject matter expert for assigned applications and related business processes.
  • Collaborate with stakeholders to elicit requirements, analyze needs, and recommend enhancements.
  • Plan and coordinate testing, issue resolution, upgrades, and production deployments.
  • Create and maintain system documentation, business process docs, user guides, and training materials.
  • Provide user support, conduct training, and facilitate knowledge transfer.
  • Monitor application performance and identify opportunities for process and operational improvements.
  • Coordinate with internal teams and vendors to implement enhancements and resolve issues.
  • Track and manage enhancement requests, defects, risks, and project activities.
  • Participate in project planning and modernization initiatives across legislative information systems.
  • Mentor junior quality assurance team members and collaborate with the broader QA group.

Required Qualifications

  • 5+ years supporting enterprise applications, software products, or information systems.
  • Proven experience gathering and documenting business requirements.
  • Experience defining user acceptance criteria and creating test suites/cases.
  • Hands-on experience coordinating system testing and validating business requirements.
  • Experience developing technical/user documentation and delivering end-user training or support.
  • Strong analytical, problem-solving, organizational, and communication skills.
  • Ability to work effectively with both technical and non-technical stakeholders.

Preferred Qualifications

  • Experience in government, legislative, or public-sector environments.
  • Background with document management, workflow, case management, or legislative information systems.
  • Experience with SQL, reporting tools, data analysis, or application integrations.
  • Familiarity with SDLC methodologies and project management practices.
