Description

Title: Business Systems Analyst 2 (N-IT)
Location: Vancouver, WA (Onsite)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $57.31 - $60.54 per hour

The role of the Business Systems Analyst is to Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software.

Position Responsibilities:
Compliance Program Support and Process Facilitation:
  • With oversight and approval from the BPA Manager/Other BPA Federal Personnel:
    • Expand or modify systems to serve new purposes or improve work flow.
    • Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.
    • Develop, document and revise system design procedures, test procedures, and quality standards.
    • Provide staff and users with assistance solving computer related problems, such as malfunctions and program problems.
    • Review and analyze computer printouts and performance indicators to locate code problems, and correct errors by correcting codes.
    • Consult with management to ensure agreement on system principles.
    • Confer with clients regarding the nature of the information processing or computation needs a computer program is to address.
    • Read manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements.
    • Coordinate and link the computer systems within an organization to increase compatibility and so information can be shared.
    • Determine computer software or hardware needed to set up or alter system.

Position Requirements:
Education & Corresponding Experience
  • A bachelor's degree in information technology, business systems or a closely related technical discipline is highly desired.
  • 5 years of experience is required with an applicable bachelor's degree.
  • 7 years of experience is required with an applicable associate degree.
  • 9 years of experience is required without a degree or applicable degree.
  • Experience should be consistent with specific requirements of Information Technology, Business Systems, or related specialty and progressively more technical in nature.

Required Technical Skills & Experience
  • Experience with software associated with facilitation of technical contracts that support an electrical utilities plan/design/build process.
  • Technical understanding of software is sufficient to perform changes in configuration and security and to facilitate requests with product teams on system bug resolution or enhancements.
  • Technical writing skills to author, modify, or facilitate development of design specification documents, job aids, user guides, standard operating procedures, and similar materials.
  • Strong analytical and product management skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
  • Experience/ability to model processes, determine requirements, analyze alternatives, and verify solutions to meet business needs.
  • Procore configuration experience, with the ability to understand and validate complex setups.
  • Experience building custom reports and dashboards in Procore to support operations and drive data-informed decision-making.
  • Experience with QA/testing methodologies, including functional, regression, and integration testing.

Preferred Skills & Experience
  • Experience with Procore software from a support position/user perspective.
  • Experience in multi-tenant and/or multi-company Procore structures.
  • Project Management Professional, Certified Business Process Professional, or similar related certification.
  • Experience leading process improvement initiatives related to Utility design/construct processes.
  • Excellent written and verbal communication skills, with the ability to clearly present technical concepts, create comprehensive documentation, and articulate system impacts to both construction and business leaders.
  • Ability to develop white papers, lead design sessions, facilitate stakeholder discussions, and deliver Procore demonstrations.
