Responsibilities:

Description

Noblis is seeking Business Analysts to support the Federal Aviation Administration (FAA) Air Traffic Systems  and Surveillance Services directorates within the  Program Management Organization (PMO). Employees will engage with federal employee and contractor stakeholders to analyze business objectives, recommend and develop solution alternatives, and facilitate process improvement initiatives. Activities will drive organizational performance improvements and outcomes related to transitioning from current Air Traffic Control (ATC) capabilities to NextGen capabilities.

 

Responsibilities

  • Analyze business objectives and develop solutions to address business issues, ensuring alignment with organizational goals.
  • Develop logical data models and define both "To Be" and "As Is" business processes, providing comprehensive documentation.
  • Identify, analyze, and document business requirements, delivering work products throughout the project lifecycle.
  • Use process improvement and reengineering methodologies to conduct process modernization projects and develop modern business methods.
  • Develop artifacts such as briefings, papers, and graphics to communicate findings and recommendations related to organizational and process improvements.
  • Facilitate the transition of organizations or project teams to achieve goals through improved use of internet and automated processes.
  • Lead the design and delivery of Process Improvement initiatives, facilitating "Future State" process design and modeling.
  • Evaluate, design, execute, measure, and monitor changes and improvements to key business processes, ensuring outcomes align with strategic goals.
  • Provide group facilitation, interviewing, training, and knowledge transfer to support strategic and organizational change initiatives, as well as programmatic goals and objectives.
  • Act as a key coordinator between customers and multiple project teams to ensure enterprise-wide integration of reengineering efforts and application of best practices.
  • Develop and assist in the implementation of change management strategies and plans that maximize stakeholder adoption and usage while minimizing resistance.
  • Prepare for and participate in meetings, including weekly tactical and strategic meetings, internal program reviews, and sector reviews.
Required Qualifications:
  • Experience in business analysis, process improvement, and change management.
  • Strong background in developing logical data models and documenting/analyzing business processes.
  • Experience with process improvement, reengineering methodologies, and measuring efficiency/effectiveness.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication and collaboration abilities.
  • Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
  • U.S. Citizen or Green Card Permanent Resident who has resided in the U.S. for 3+ years 
  • Travel will vary per project. Must be able to travel as required by the project.

Educational and Experience Requirements

 

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

 

Senior-level

  • Minimum of 15 years’ with bachelor's degree in any field. A degree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research or Business Administration is preferred
  • 5 years of relevant experience may be substituted for the bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years’ experience.
  • Compensation Ranges: $78,120 - $180,525

Mid-level

  • Minimum of 10 years’ with bachelor's degree in any field. A degree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research or Business Administration is preferred.
  • 5 years of relevant experience may be substituted for the bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years’ experience.
  • Compensation Ranges: $64,620 - $112,150

Junior-level

  • Minimum of 2 years’ with a bachelor's degree in any field. A degree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research or Business Administration is preferred.
  • 5 years of relevant experience may be substituted for the bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years’ experience.
  • Compensation Ranges:  $53,280 - $92,575
Desired Qualifications:
  • Experience with business process modeling methods (e.g., BPMN 2.0) and tools (MS Visio, MS PowerPoint).
  • Familiarity with data analysis and visualization platforms such as Tableau, PowerBI, or other.
  • Project Management Professional (PMP) certification or related training.
  • Prosci, CCMP, or comparable Change Management Certification.
  • FAA experience highly desired.Locations may vary depending on location of the project.  Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
  • Providing current support to FAA ATEPS II (air traffic engineering program support) 
  • FAA Experience within the past 12 months 
  • Current FAA suitability

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
