Primary Purpose of the Organizational Unit

The purpose of the Global Engagement Office (GEO) is to coordinate and develop the University's international activities as well as to ensure that the University achieves its international goals as stated in its Strategic Plans. Specific activities include: developing and managing the Study Abroad and Exchanges programs; managing faculty-led programs; advising and retention of international students and visiting scholars; providing support services including immigration and practical training placement for international (F1) and exchange students (J1) and visiting scholars; securing funding for international-related projects for the faculty, departments and university; developing and managing outreach programs to local schools, businesses and community. GEO also serves as the liaison for Interlink Language Programs at UNCG and serves as a central administration unit for support to the UNC University Council for International Programs (UCIP).

Position Summary

The Business Officer position manages the business, financial, and human resources affairs of the Global Engagement Office. This includes day-to-day budgetary operations (processing, managing, and completing); forecasting unit budgetary needs; assisting the Associate Provost for GEO in operational budget decisions; managing GEO's budgetary workflow; serving as GEO's hiring manager and HR liaison; serving as unit budget authority; and providing guidance to the Associate Provost and GEO functional units (Study Abroad, International Student and Scholar Services, and International Recruitment) regarding budgetary and human resources processes and policy. This position also supports budget management of grants (like Fulbright TEA) and other revenue generating programs (like the international recruitment summer youth academy). This position requires a high level of discretion and independent judgement.

The unit manages 30+ funds that contribute to university wide internationalization efforts. The financial breakdown of the monies managed and expended by the GEO Business Officer annually is about $2.4 million: $0.9 million in state funds and $1.5+ million in external (soft) and endowment funding and external federal grants. The management of each of these funds is time intensive and time sensitive. As such, the position requires an individual of a high ethical standard and discipline. The main purpose of this position is to maintain, oversee, and provide overall support, administration, and coordination of the unit's business and fiscal functions, including addressing the business and financial needs of several program areas (such as, Study Abroad , Kohler program, Fulbright program, Summer Youth Leadership program, and other revenue generating funds).

Minimum Qualifications

Business Administration

Essential Tasks

  • Manage all business functions for the Global Engagement Office and its area units i.e. Study Abroad, International Student and Scholar Services, and International Recruitment.
  • Across the area units, GEO business operations include a wide variety of functions including but not limited to processing all expenditure transactions for payment to vendors (domestic and international), individual reimbursement to faculty, staff, and students across campus who receive funding from GEO and international guests; processing honoraria and contracted services payments, travel documentation and reimbursement; consulting with vendors (domestic and international) and processing payment for contracted services (domestic and international); initiating requisitions and processing final receiving of purchases via the SpartanMart system; processing unit-level budget transfers and flexes via the Banner System; reconciling P-cards through Chrome River; and applying a high level of discretion and independent judgement for each of the functions mentioned above.
  • Serve as a source of information and assistance to area administrators and offices across campus for domestic and international transactions and ensure they are following proper procedures.
  • Communicate and collaborate with the Associate Provost for Global Engagement to ensure all business functions align with and support the unit's vision and mission.

Financial Management

Essential Tasks

  • Manage all funds for the Global Engagement Office and its functional areas which together consist of state funds, restricted and unrestricted funds, scholarship funds from endowments and donations, revenue generated from student fees (including from external partners like Interlink and NewMind Education), federal and state grants, all in excess of $2.5M.
  • Audit the reconciliation of daily expenditures and revenues of all operating budgets. Monitor all funds to stay current with available resources, avoiding negative balances, and resolving negative balances when they occur.
  • Analyze data and provide monthly financial reports to the Associate Provost and to all the unit directors to keep them updated with current balances.
  • Verify, interpret, and process activity in each salary line including student worker salaries, salary reserve, and vacant positions for the unit.
  • Review and advise the annual internal budget proposal process, applying knowledge of upcoming financial developments from across the institution.
  • Track and process payments of UNCG Study Abroad students' tuition to partner institutions. Process travel grants for study abroad.
  • Processing and paying GeoBlue insurance for all international business travel for students, faculty, and staff.
  • Serve as a resource for area and office directors, and offices across campus for international transactions and operations, and provide instruction on the appropriate processes and procedures as needed.
  • Hold unit level budgetary authority, applying individual discretion and judgement regarding the utilization of all funding sources to ensure the welfare of the unit.
  • Serves as the department's representative for any University Financial Services informational meetings.

Human Resources Management

Essential Tasks

  • Serve as the hiring manager for the unit, serving as the HR liaison, and assisting in the HR review process for all hiring searches.
  • Maintain all EHRA/SHRA personnel files and process monthly time entry for all members of the unit. Draft all electronic personnel action forms (EPAFs) for the GEO including student assistants.
  • Holds unit level approval authority.
  • Apply University and UNC System policies and procedures to human resources practices. Oversee workflow and make decisions as part of the GEO team.
  • Work independently with university personnel, departments, global partners, and outside contractors to ensure smooth functioning of all aspects of the GEO.

Essential Tasks

  • Ensure unit directors and the Associate Provost for Global Engagement are following proper financial procedures.
  • Resolve questions and disputes relating to financial and personnel processes and procedures.
  • Determine the appropriate financial course of action and process for unit operations. Compile data and perform financial analysis and fiscal projections and develop budget plans and proposals.
  • Serve as a consulting decision maker on business, financial, and human resource aspects of programs and projects across the unit.
  • Determine and ensure that GEO's financial and personnel operations are in compliance with all laws and regulations.

Providing Customer Service and Supervising/Training Staff/Students

Essential Tasks

  • Train, supervise, and provide oversight for any student assistant assigned to assist with GEO's budgetary duties. Assist faculty with ITF and Kohler award queries/concerns.
  • Provide clear written and oral communication regarding any aspect of GEO's financial and personnel operations appropriate to the audience being addressed.
  • Support the GEO vision and mission of making UNCG a global university integrating intercultural and international experiences and perspectives into learning, discovery, and service for UNCG and the wider community.
  • This would include providing secondary logistical support for events and programs as needed and continued learning opportunities for the business officer's own professional development.
