Position Description

Advertised Job Summary

The Business Manager will be responsible for integrating grants administration, budget management, and strategic financial planning to support the Center for Civil Rights History and Research. The position will manage the administration of the grants and sponsored programs, develop and manage an integrated budget for the Center, oversee the financial planning related to facilities operations, and supervise an administrative assistant to support the role.

Job Related Minimum Required Education and Experience

Requires a bachelor's degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Required Certification, Licensure/Other Credentials Preferred Qualifications

7 or more years of experience in grant administration, business management, public administration, human resources, or administrative services, which may be substituted by an equivalent combination of certification, training, education, and/or experience. Demonstrated expertise in grant accounting is highly preferred, including budget development and management, procurement, travel, and human resources activities and systems. Self-motivated and detail-oriented individual who has experience with USC financial systems such as PeopleSoft Payroll and Finance, Finance Intranet, and USCeRA preferred. Experience working with non-profits and government organizations, particularly in grant-funded environments, is strongly preferred.

Knowledge/Skills/Abilities

Microsoft Office (Excel, Word, and Outlook) and Adobe Acrobat. Understanding of federal grant/contract regulations and procedures, basic accounting and financial management principles. Organizational skills and time management skills needed to meet deadlines. Analytical skills needed to make accurate decisions and to identify areas in which spending can be reduced. Excellent interpersonal skills and the ability to relate to a diverse audience. Ability to establish and maintain effective working relationships with faculty, administrators, staff, and sponsoring agency personnel.

Grants and Sponsored Programs Administration (Pre- and Post-Award)

  • Manage pre- and post-award administration for multi-million-dollar cooperative agreements, ensuring alignment with approved project plans, budgets, and funding requirements.
  • Coordinate award setup and ensure proper allocation of funds and monitor expenditures for allowability, allocability, and compliance with sponsor terms and institutional policies.
  • Track budgets and expenses and prepare projections for all sponsored accounts; Analyze complex information (e.g., federal regulatory guidance and financial data to identify potential challenges and propose courses of action to Center leadership.
  • Lead the financial closeout process, including final reconciliation of expenses and verification of outstanding obligations for Center programs, initiatives, and sponsorships.
  • Prepare and submit required financial reports to funding agencies and university stakeholders

Budget Development and Financial Management

  • With input from Center leadership, lead the development and management of the Center's operational budget and manage all Center accounts, including multiple federal cooperative agreements, university/state, ED foundation and other private funding sources.
  • Analyze and project the strategic use of funds to strengthen infrastructure, programming capacity, and support long-term financial sustainability.
  • Monitor expenditures; reconcile monthly accounts and resolve discrepancies.
  • Prepare financial reports for internal leadership, funders, and donors. Identify risks, funding gaps, and reallocation opportunities; recommend adjustments to leadership.
  • Maintain current knowledge and ensure compliance with federal, state, and university fiscal policies and reporting standards.

Facilities and Capital Resource Management

  • Oversee financial planning and budget management related to facilities operations, maintenance, renovations, and capital projects.
  • Coordinate with university facilities, construction management, and external contractors and participate in meetings to ensure projects align with approved budgets and funding requirements.
  • Monitor facilities-related expenditures for compliance with funding terms and institutional policies.
  • Support space planning to maintain safe, functional, and sustainable operations.

Supervision of Fiscal Operations

  • Supervise the Administrative Assistant who supports this role in processing accounting transactions, including purchasing, travel and reimbursements, expense reporting, invoice processing, vendor setup and payments, purchase orders, and other routine fiscal support activities.
  • Ensure accuracy, timeliness, and compliance with institutional policies and procedures.
  • Maintain complete and accurate accounting records and support documentation for all financial transactions
