Digital Regulatory Assurance System
Scope:
Modernization initiatives across the Government of Alberta are fundamentally changing how ministry users collect, manage, analyze, and use data as legacy systems are transformed into modern Data Management and Geospatial Platforms. This shift requires dedicated analytical capacity to ensure that the value of modernized data assets is fully realized.
DRAS is a Government of Alberta regulatory transformation initiative led by Environment and Protected Areas (EPA) to modernize, digitize, and streamline environmental and natural resource regulatory processes. DRAS supports the full regulatory lifecycle, from application and authorization to monitoring, compliance, remediation, and closure through a single, consolidated digital platform.
The increasing scale of DRAS data creates a strong and ongoing need for dedicated business intelligence and analytics capability to support operational monitoring, compliance oversight, performance measurement, and strategic decision making. These needs span the full data lifecycle, including data collection and integration, data quality management, analysis of trends, patterns, compliance and regulatory reporting, and the delivery of clear, actionable insights through dashboards and visualizations.
This position will primarily support the Digital Regulatory Assurance System (DRAS) program, where high quality, timely analytics are essential to regulatory and compliance functions. As data and analytics maturity increases, the role may be expanded to support additional enterprise data initiatives.
Duties: This is the standard description of services revise as needed.
Design and develop complex dashboards, scorecards, and visual analytics using Power BI
Design, develop, and maintain data models and visualizations using Microsoft Power BI and Azure-based data platforms
Data Modeling & ETL Development
Create optimized, reusable data models using DAX and Power Query M for enterprise-wide reporting
Build interactive dashboards and reports tailored to business needs using Microsoft Power BI
Integrate Power BI with various Microsoft Azure data sources and on-premises databases
Work closely with Business users, data architects and data engineers to manage data pipelines, staging areas, and semantic models.
Work with business units to gather reporting requirements and KPIs.
Translate ambiguous business questions into concrete BI solutions.
Present insights and findings in clear, executive-friendly formats.
Provide end-user training and support to ensure adoption of BI tools
Maintain and publish datasets and dashboards in Power BI Service with scheduled refreshes and alerts
Optimize dashboards and reports for performance
Implement security and user access controls within Power BI
Implement incremental data refresh, row-level security (RLS), and performance tuning strategies in Power BI.
Conduct deep-dive analytics to uncover trends, anomalies, and business opportunities.
Ensure data accuracy, consistency, and security compliance across all reporting assets
Integrate AI capabilities to augment analytical processes by automating data exploration identifying trends and anomalies and generating insights.

Equipment Requirements:
Resource will require own equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor's resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor's resources have the necessary access and credentials to the Government of Alberta's system.
Working Hours:
Standard Hours of work are 08:15 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province.
Work Arrangement:
Work must be done from within Canada, due to network and data security issues.
The resource will work remotely, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Meetings will take place in Edmonton, Alberta, at one of the Government of Alberta buildings. The resource will be provided with details regarding the meeting location in advance.
Meetings may occur up to 3 4 times (or more) per fiscal year, but the actual frequency will depend on the specific initiative and will be determined on an on-demand basis.
These meetings may involve strategic, analytical, or technical discussions and may include engagement with team members, senior managers, directors, executive directors, or business clients.
Incumbency:
This is a net new role.
Background Check Required:
The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
Mandatory Training Courses:
Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
