ECS seeks a Business Financial Manager BFM to support DARPAs Biological Technologies Office BTO. BTO is a unique technical office that leverages the power of biology as a technology to develop revolutionary capabilities for the Department of Defense. BTOs mission focuses on ensuring U.S. technological dominance by pioneering breakthroughs in areas such as:
• Human performance out-pacing infectious diseases • Synthetic biology • Neurotechnology • The development of resilient biological systems
A BFM plays a critical role in supporting DARPAs mission by providing comprehensive financial and administrative support to Program Managers and the broader agency. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, supporting solicitation and acquisition materials, and overall tracking and coordination of funding forecasts-to-actuals.
What will you do:
• Financial Lifecycle Management: Manage end-to-end program budgets, including forecasting expenditure analysis and the preparation of award documents, OTAs, grants, and contracts. • Performance Tracking & Compliance: Monitor program milestones and metrics to ensure technical and financial compliance with federal regulations and agency policies. • Data-Driven Reporting: Develop financial models and high-level briefings to communicate program status, risks, and trends to internal and external stakeholders. • Contracting & Legal Coordination: Oversee the award lifecycle by coordinating with contracting officers and legal counsel to manage program contracts and administrative actions. • Operational Support: Organize program-level workshops and meetings while managing essential administrative tasks, including travel logistics and technical correspondence. • Stakeholder Collaboration: Build and maintain productive relationships between DARPA staff and external research performers to facilitate successful program execution.

ECS gained market share in 2011 in the Department of Defense and Federal spaces through both organic and acquisition growth. In May, ECS completed its first strategic acquisition with the purchase of OAK Management, Inc., a leading provider of marine environmental services, ship systems engineering, maritime consulting and platform acquisition management. The OAK acquisition kicked off ECS’ intention to add tactical acquisitions as a part of its long term strategy to supplement and expand upon organic growth and to build enterprise value. ECS closed out 2011 with the acquisition of Paradigm Technologies, Inc. The Paradigm transaction added approximately 200 employees to ECS’ existing 900+ employees. Paradigm also added new Defense clients for ECS, including the Missile Defense Agency, the Navy’s Program Executive Officer for Integrated Warfare Systems, the United States Marine Corps, and the U.S. Marshals Service.
In 2012, ECS completed the acquisition of iLuMinA Solutions, Inc. iLuMinA brings large-scale Enterprise Resource Planning (ERP) software implementation and infrastructure design and development to ECS’ expanding capabilities.
