Strategic Analysis, Inc. (SA) Is actively seeking aBusiness Financial Managerto provide financial, operational, administrative, and program coordination support to the Proactive Health Office within ARPA-H. This role is integral to managing programmatic financial operations and ensuring the financial health of the program. The Business Finance Manager (BFM) will oversee financial planning and analysis, budget management, and financial compliance to support the agencys mission-driven initiatives and projects.Primary Responsibilities:Provide comprehensive programmatic, financial, and administrative support to R&D programs. Responsibilities include financial planning, execution, tracking, analysis, and reporting; budget development and management of project-specific funding; monitoring financial performance and identifying variances; and recommending corrective actions to support effective stewardship of resources. Support program execution through solicitation development and management, tracking of deliverables and milestones, maintenance of schedules and calendars, meeting coordination, preparation of correspondence and briefing materials, and management of program records and documentation.Required Qualifications and Experience:1.) Demonstrated experience providing financial, budgetary, and administrative support within a government environment.2.) Experience developing, forecasting, managing, and maintaining budgets, including tracking technical and financial milestones.3.) Experience preparing, coordinating, and managing budget and acquisition-related funding documentation, with the ability to conduct financial and programmatic analyses.4.) Proficiency in Microsoft Office Suite, including Excel, PowerPoint, and Word.5.) Strong organizational, written, and verbal communication skills, with exceptional attention to detail and the ability to manage multiple priorities simultaneously.6.) Working knowledge of federal financial management principles, practices, policies, and regulations.7.) Bachelors degree in Finance, Accounting, Business Administration, or a related field.Preferred Qualifications and Experience:1.) Experience supporting ARPA-H, DARPA, or similar research and development organizations.2.) Experience serving as a Business Financial Manager (BFM) or in a comparable financial management role within a government, research, or innovation-focused organization.3.) Experience planning, organizing, and facilitating meetings, workshops, and other stakeholder engagements.4.) Understanding of federal budgeting, appropriations, acquisition processes, and government contracting.5.) Ability to work effectively in a fast-paced, collaborative environment while exercising sound judgment, critical thinking, and problem-solving skills.6.) Demonstrated ability to produce high-quality work products that are accurate, well-organized, and responsive to leadership requirements.7.) Ability to remain adaptable and effective in dynamic, high-visibility, and rapidly changing environments.8.) High degree of integrity, professionalism, accountability, and attention to detail.Preferred Education and Certifications:1.) Masters degree in Finance, Accounting, Business Administration, Public Administration, or a related field.2.) Professional certifications such as Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), Certified Government Financial Manager (CGFM), or equivalent are highly desirable.LOCATION: Remote; potential ad-hoc travel as neededCLEARANCE: Ability to obtain HHS Public Trust.
