Strategic Analysis, Inc. (SA) Is actively seeking aBusiness Financial Managerto support the Advanced Research Projects Agency for Health (ARPA-H) Small Business Program.Roles and Responsibilities:• Support Small Business program staff and Mission Office leadership in the planning, tracking, and execution of financial activities across the SBIR/STTR portfolio and related small business initiatives.• Develop, maintain, and manage budget trackers, financial dashboards, spend plans, and obligation plans specific to small business awards, topics, and solicitation cycles.• Assist with portfolio-level and program-level budget planning for small business activities, including forecasting, phasing, burn-rate analysis, funds tracking, and reconciliation of planned versus actual execution.• Support funding coordination across SBIR/STTR phases and related mechanisms, including contracts, grants, cooperative agreements, OTAs, and other applicable research funding instruments.• Track financial status, commitments, obligations, expenditures, obligations, and available balances across the small business portfolio and active awards.• Coordinate with Small Business program staff and Mission Office personnel to support cost estimates, funding packages, and other financial planning documentation tied to small business solicitations and awards.• Help ensure financial actions and budget decisions are aligned with small business program priorities, solicitation schedules, award timelines, and execution milestones.• Prepare recurring and ad hoc reports, leadership summaries, briefing materials, and financial analyses to support decision-making by Small Business program leadership.• Support internal reviews of small business financial data and identify risks, trends, gaps, and execution issues requiring leadership attention.• Coordinate with acquisition, contracting, grants, and financial management stakeholders to support the timely processing of small business funding actions and execution updates.• Assist in monitoring alignment among technical progress, project milestones, and financial execution across the small business portfolio.• Support development of documentation related to budget planning, funding requests, spend plans, and portfolio reviews tied to small business activities.• Provide data-driven support for portfolio reviews, strategic planning exercises, and leadership discussions regarding small business resource allocation and execution performance.• Build and maintain working relationships with Small Business program staff, ISO Coordinators, Business Operations personnel, and other mission support staff.• Establish, refine, and maintain processes for financial tracking, reporting, and coordination across multiple parallel small business solicitation cycles and award phases.• Support responses to internal data calls, leadership taskers, and ad hoc requests related to small business funding status, execution metrics, and portfolio performance.• Participate in brainstorming sessions, process improvement efforts, and lessons-learned activities to improve financial transparency and small business execution efficiency.• Provide briefing support, documentation support, and general administrative coordination as neededRequirements:• Minimum of 4-6 years of experience in business finance, budget execution, accounting, financial analysis, program control, or similar roles in a government, research, healthcare, defense, or technology-focused environment.• Experience supporting a government research agency or related Federal innovation environment, such as ARPA-H, DARPA, IARPA, ARPA-E, HSARPA, ONR, R&E, AFRL, or similar; ARPA experience preferred.• Working knowledge of the SBIR/STTR program lifecycle and the financial considerations associated with small business awards across Phase I, Phase II, and related activities.• Experience supporting program or portfolio financial management, including budget planning, obligation and expenditure tracking, forecasting, reconciliation, and financial reporting.• Familiarity with Federal budget and funding concepts, and with research funding mechanisms such as contracts, grants, cooperative agreements, and OTAs.• Demonstrated ability to develop and manage financial trackers, dashboards, reports, and metrics in support of leadership decision-making.• Strong analytical skills, including the ability to identify financial trends, assess execution risks, and provide clear recommendations based on data.• Excellent written and verbal communication skills, including the ability to prepare financial summaries, briefing materials, and presentation slides.• Strong organizational skills, attention to detail, and ability to adapt quickly to changing priorities in a fast-paced environment.• Demonstrated ability to work independently and collaboratively across multidisciplinary teams.• Strong professional judgment, proactive work style, and commitment to supporting innovation in healthcare and science.• Experience supporting small business programs, SBIR/STTR financial management, or commercialization support efforts within a federal innovation environment.• Experience supporting financial management within an R&D, advanced technology, biomedical, or healthcare-focused organization.• Experience supporting Mission Office or Program Manager operations within ARPA-H, DARPA, or similar organizations.• Familiarity with the full SBIR/STTR program lifecycle from topic development through award execution and closeout, with an emphasis on financial tracking and reporting.• Experience with financial visualization and reporting tools such as Power BI, Tableau, or similar platforms.• Advanced proficiency in Excel, including forecasting models, pivot tables, dashboards, and data analysis.• Experience using Trello and Jira for project tracking, workflow management, and team coordination.• Knowledge of the biomedical research landscape and the financial considerations associated with small business R&D portfolios.• Experience supporting portfolio reviews, executive briefings, and senior leadership reporting in a small business or innovation program context.Position is remote but some travel is anticipated.Clearance: Ability to obtain HHS Public Trust.
